Duties

Comprehensive knowledge of overall BLM programs, policies and procedures. Thorough understanding of complex land management issues and the relationship of various groups and governments to those issues. Knowledge and skill in consensus building and relationship facilitation. Knowledge of management principles and how to lead a Field Office with multiple subordinate supervisors and managers. Ability to communicate well both in writing and orally.

Qualifications

In order to be rated as qualified for this position, we must be able to determine that you meet the qualification requirements - please be sure to include this information in your resume. FOR GS-14: You must possess one (1) full year of specialized experience at or equivalent to the GS-13 level that is equivalent in difficulty and complexity as indicated by the following examples: 1. Comprehensive knowledge of overall natural resources programs, policies, and procedures. 2. Demonstrated ability of working with various stakeholders and groups. 3. Ability to understand complex situations and apply appropriate solutions. 4. Knowledge of all levels of government as they relate to natural resources procedures. 5. Knowledge of management principles and organizational theory. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. You must meet all qualification requirements within 30 days of the closing date of the announcement. Federal employees in the competitive service are also subject to the Time-In-Grade requirement in accordance with 5 CFR 300.604. If you are a current Federal employee in the General Schedule (GS) pay plan and applying for a promotion opportunity, you must have completed a minimum of 52 weeks at the next lower grade level. Physical Demands: Normally works in an office setting with occasional trips to the field. Occasionally required to walk moderately long distances over rough terrain during normal fieldwork. Work Environment: Office work is accomplished in an adequately lighted and heated facility. When in the field, subject to injuries when walking in rough terrain and exposure to uncomfortable hot and cold temperatures. Incumbent will adhere to all safety rules and regulations prescribed in manuals/supplements or by the designated Safety Officer. Executive Core Qualifications: OPM has identified five executive core qualifications (ECQs): Leading Change, Leading People, Results Driven, Business Acumen, and Building Coalitions. The executive core qualifications define the competencies needed to build a federal corporate culture that drives for results, serves customers, and builds successful teams and coalitions within and outside the organization. The Executive Core Qualifications will be included in the assessment and selection process for this position. Business Acumen - The ability to manage human, financial, and information resources strategically. 5. Building Coalitions - The ability to build coalitions internally and with other Federal agencies, State and local governments, nonprofit and private sector organizations, foreign governments, or international organizations to achieve common goals.
