About the Position: Budget Analyst for Engineering and Construction Division's and manages budget, finance and manpower resources.
Duties
Serves as principal advisor for Engineering and Construction Division’s budget, finance, and manpower resources.
Provide guidance to managers with real time budget fund and projected change reports from an Enterprise financial management system(s).
Manages, administers, and reports contracts, Supervision and Administrative , invoicing, labor, cross labor, travel, training, transfers, purchase requests, etc.
Evaluate funding guidance and resource levels for adequacy to support mission objectives of assigned programs.
Develop and implement procedures and guidelines on the collection and reporting of program using Financial Management
Utilize techniques to conduct analysis and determine valid transactions, and research to resolve difficult or sensitive issues.

In order to qualify, you must meet the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). Specialized Experience: One year of specialized experience which includes 1) develops, maintains, and administers a complex annual budget through the review of various computer status sheets and periodic reports; 2) monitor and track obligations and expenditures throughout the execution phase; 3) tabulates cost data on individuals projects and applies basic statistical formulas to budgetary data to illustrate the effects of changes in levels of funds for current projects; AND/OR 4) utilize a financial management system such as, CEFMS to manage data and produce reports accordingly. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11).
Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.
Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-11).
