The primary purpose of this position is to provide management direction and oversight as the Installation Transportation Officer (ITO)/Accountable Officer (AO) for Ground and Air Transportation functions for AFRC Base Operations Services (BOS) contract operated bases.
Duties
As the Installation Transportation (ITO)/Accountable Officer (AO), serves as the central contact to the base commander, group commander, and unit commander for all ground and air transportation matters.
Maintains, directs, and controls fund obligation authority within assigned area.
Analyzes and approves causative research worksheet statements for all unresolved discrepancies in accounts.
Performs supervisory personnel management responsibilities. Plans and assigns work to be accomplished by subordinates, considers difficulty of assignments and capabilities of employees, sets, and adjusts priorities, and prepares schedules for completion of work.
Represents the installation for wing/squadron transportation issues within the organization, at higher management level meetings and at conferences with MAJCOM, HQ USAF, DOD and other agencies.

Qualifications
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions.
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-09, or equivalent in other pay systems. Examples of specialized experience includes includes comprehensive knowledge of the rules, principles, concepts, and procedures affecting the documentation, clearance, and movement of military cargo via military and commercial air and surface transportation modes worldwide. Knowledge of statistical and analytical techniques for collecting, analyzing, and presenting traffic movement or other related logistics data, used to substantiate logistics proposals or formulate transportation policy. Knowledge and skill in applying transportation knowledge to identify, plan, and resolve transportation issues or problems. Knowledge, skill and technical expertise to perform key responsibilities and advise management and contractor officials on matters of Transportation management, and contractual requirements.

EDUCATION: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., related degree from an accredited college or university (Note: You must attach a copy of your transcripts.)

COMBINATION OF EXPERIENCE AND EDUCATION: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. NOTE: You must submit a copy of transcripts.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-09 level is required to meet the time-in-grade requirements for the GS-11 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
Comprehensive knowledge and ability to apply a wide range of traffic management principles, policies, practices, laws, regulations, techniques, and operations to include those concerning economics of transportation; commercial carrier operations and tariffs; hazardous, classified, and sensitive materials; and related areas such as storage, preservation, packaging, and US and foreign customs import/export requirements as these involve air, motor, rail, and water movements to include cargo and passenger deployment management functions and processes.
Knowledge of a wide range of logistics concepts in, ground/air transportation and logistics planning to provide technical guidance to the development of program goals, plans, policies, and procedures and work plans dealing with the development of wing strategic visions, to evaluate overall logistics process, and recommend methods to help the squadron optimize use of resources to maximize efficiency and effectiveness
Broad knowledge of a range of contracting procedures/terms including development of Performance Work Statements, source selection plans, proposal analysis reports and the Federal Acquisition Regulation
Knowledge of the procedures and terminology applicable to budgeting and accounting and finance.
Ability to analyze complex information, to evaluate options and make appropriate decisions involving complex transportation and base operating services problems. Ability to prepare and present oral and written presentations and deal effectively with all levels of management during meetings, conferences, and related activities.
Ability to efficiently motivate and supervise subordinate workforce.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
