The primary purpose of this position is to provide appropriate, specialized developmental care and instruction for children in the Child Development Center (CDC). In addition, performs basic oversight and supervision for a designated classroom for ages 6 months through 5 years.
Duties

Designs, implements, and reviews activity plans
Observes and evaluates each child’s health and development and reports on and maintains records of observationsV
Prepares and implements specialized programs for children with special needs
Provides technical guidance and leadership to junior employees assigned to assist with program activities and participates in special projects

Qualifications
Qualifications:
Appointments are on a time-limited basis, Temporary or Term. Initial Term appointments will not exceed 2 years with the ability to extend for two additional terms (not to exceed 2 years for each extension) NTE a total of 6 years.

In order to qualify, you must meet the SPECIALIZED experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Group Coverage Qualification Standard for Clerical and Administrative Support Positions.
SPECIALIZED EXPERIENCE:
In order to qualify, you must meet the experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Group Coverage Qualification Standards for Clerical and Administrative Support Positions.
GS-05: Applicants must have at least one year of specialized experience at the next lower grade GS-04, or equivalent in other pay systems. Examples of specialized experience includes Knowledge of Child Development regulations, procedures, and processes.
OR
Education: Successfully completed 4 years above high school. NOTE: You must submit a copy of transcripts.
OR
COMBINATION OF EXPERIENCE AND EDUCATION: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. NOTE: You must submit a copy of transcripts.
GS-06: Applicants must have at least one year of specialized experience at the next lower grade GS-05, or equivalent in other pay systems. Examples of specialized experience includes Knowledge of Child Development regulations, procedures, and processes.
OR
Education: Successfully completed 1 year of graduated education that is directly related to the work of the position. NOTE: You must submit a copy of transcripts.
OR
COMBINATION OF EXPERIENCE AND EDUCATION: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. NOTE: You must submit a copy of transcripts.
GS-07: Applicants must have at least one year of specialized experience at the next lower grade GS-06, or equivalent in other pay systems. Examples of specialized experience includes Knowledge of Child Development regulations, procedures, and processes.
OR
Education: Successfully completed 2 full years of progressively higher-level graduate or master's degree that is directly related to the work of the position. NOTE: You must submit a copy of transcripts.
OR
COMBINATION OF EXPERIENCE AND EDUCATION: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. NOTE: You must submit a copy of transcripts.
GS-09: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-07, or equivalent in other pay systems. Examples of specialized experience includes Knowledge of Child Development regulations, procedures, and processes.
OR
EDUCATION: Successfully completed at least two (2) years of progressively higher-level graduate education leading to a master's degree or master's or equivalent graduate degree in a major directly related to the position of a Human Resources Specialist. OR
COMBINATION OF EXPERIENCE AND EDUCATION: combination of specialized experience and education as described above. Therefore, I have a combination of experience and education to meet the qualifications of the position. NOTE: You must submit a copy of your transcripts with your

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Knowledge of Child Development regulations, procedures, and processes.
2. Knowledge of early child development theory, methodology, and practices relating to physical, cognitive, social, and emotional development.
3. Knowledge of Child Development Center regulations, programs, and operations.
4. Ability to develop creative and innovative activity and special program plans.
5. Ability to promote and foster effective working relationships with others and to communicate effectively, both orally and in writing.
6. Ability to ensure the safety and hygiene of children through constant supervision, effective arrangement of space, and proper management of equipment.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
