The primary purpose of this position is to to serve as a budget analyst in the installation's budget office, performing a variety of budget functions involving the formulation, execution, and/or analysis of budgets and economic and cost analysis studies for substantive programs and support activities.

Duties

Performs budget formulation work involving preparation of detailed analyses of annual and/or multi-year budget estimates for assigned organizations/programs into a consolidated budget request Performs budget execution and administration work involving the monitoring of obligations incurred and the actual expenditures of a budget with different sources and types of funding, such as direct annual, multi-year, and no-year appropriations Provides advice, assistance, and guidance on budgeting and related information Conducts analyses, reviews, and special studies of budget and/or related information Leads and/or performs specialized, individual economic analyses and impact studies in support of a variety of budget programs Uses automated budgetary system(s) and computer-generated products in accomplishing budgeting assignments

Qualifications

Appointments are on a time-limited basis, Temporary or Term. Initial Term appointments will not exceed 2 years with the ability to extend for two additional terms (not to exceed 2 years for each extension) NTE a total of 6 years. Spouses must accompany sponsor on PCS orders, be in the local commuting area, and currently reside with the sponsor. SPECIALIZED EXPERIENCE: GS-07: Applicants must have at least one year of specialized experience at the next lower grade GS-06, or equivalent in other pay systems. Examples of specialized experience include Knowledge of commonly used budgetary methods, practices, procedures, regulations, policies, and processes to formulate, justify, and execute assigned budget in support of the mission, structure, goals, work processes, and programs of assigned organization(s). OR Education: Successfully completed 2 full years of progressively higher-level graduate or master's degree that is directly related to the work of the position. NOTE: You must submit a copy of transcripts. OR COMBINATION OF EXPERIENCE AND EDUCATION: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. NOTE: You must submit a copy of transcripts. GS-09: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-07, or equivalent in other pay systems. Examples of specialized experience includes Knowledge of commonly used budgetary methods, practices, procedures, regulations, policies, and processes to formulate, justify, and execute assigned budget in support of the mission, structure, goals, work processes, and programs of assigned organization(s). OR EDUCATION: Successfully completed at least two (2) years of progressively higher-level graduate education leading to a master's degree or master's or equivalent graduate degree in a major directly related to the position. NOTE: You must submit copies of your official transcripts KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of commonly used budgetary methods, practices, procedures, regulations, policies, and processes to formulate, justify, and execute assigned budget in support of the mission, structure, goals, work processes, and programs of assigned organization(s). 2. Knowledge of missions, functions, goals, objectives, work processes, and sources of funding pertinent to installation's programs/organizations. 3. Skill in the application of analytical methods and techniques (e.g., cost-benefit analysis, ZBB, amortization, depreciation, and pro-rating revenues and costs among customers), mathematical and statistical analyses, and various cost estimating techniques to analyze and evaluate the effects of changes in program plans and funding and conduct economic and cost studies/analyses. 4. Ability to gather, assemble, and analyze data to prepare budget estimates, develop alternatives, and make recommendations to resolve budget/funding problems. 5. Ability to communicate effectively, both orally and in writing, to justify, defend, present, and/or advise on budgetary processes/actions. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
