The VISN 12 Great Lakes Finance Service (GLFS) is recruiting for an Accounting Technician at the William S. Middleton Memorial Veterans Hospital, Madison, WI.
Duties
Duties include, but may not be limited to the following:
Exam vouchers, invoices, claims, and other requests or payments for good and services.
Determine the proper appropriation, cost center, and budget object code to be charges and that expenditures made are incurred only as specifically authorized.
Coordinate and resolve discrepancies and/or problems.
Skill in the use of a computer and relevant software in daily activities.
Determine general ledger accounts, journals, and subsidiary accounts affected and debit and credit entries to be made.
Provides customer service for vendors, employees, and other external and internal customers in a professional manner.
Process certified invoice payments. Reconcile undelivered orders and accrued services payable with the general ledger control accounts.
Liquidate posted payments to assist various departments.
Handle cash/check payments, record proper accounting information, and provide necessary supporting documents associated with all transactions.
Maintain security of information that contains sensitive personally identifiable information for employees and patients.
Determines whether an accrual is necessary, the proper accrual period, and the accrual amount.
Communicate orally and through written correspondence in a professional and courteous manner.
The incumbent will serve as the alternate Agent Cashier.
Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level.
Work Schedule: Monday - Friday 8:00am to 4:30pm

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 12/20/2023.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-05 position you must have served 52 weeks at the GS-04. For a GS-06 Position you must have served 52 weeks at the GS-05. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.

To qualify for this position at the GS-5 level, you must meet the following:
Specialized Experience: You must have at least one (1) full year of specialized experience equivalent to at least the next lower grade level (GS-4) in the federal service that has given you the particular knowledge, skills and abilities required to successfully perform the duties of an Accounting Technician at a development level, and that is typically in or related to the position to be filled. Specialized experience may include but is not limited to: responding to customer service inquiries, maintaining and filing paper and electronic records with retention requirements; and/or entering data into an automated system. NOTE: Experience must be fully documented on your resume and must include job title, duties, month and year start/end dates AND hours worked per week. ~OR~
Education: Successfully completed four (4) years of education above the high school level in any field for which high school graduation or the equivalent is the normal prerequisite. This education must have been obtained in an accredited business, secretarial or technical school, junior college, college or university. One year of full-time academic study is defined as 30 semester hours, 45 quarter hours, or the equivalent in a college or university or at least 20 hours of classroom instruction per week for approximately 36 weeks in a business, secretarial or technical school. Combination: Equivalent combinations of successfully completed post-high school education (beyond the second year) and specialized experience, as described above, which meet the total experience requirements for this grade level. This education must have been obtained in an accredited business, secretarial or technical school, junior college, college or university. To qualify for this position at the GS-6 level, you must meet the following:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-05 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: using accounting procedures related to appropriation funding, allotments, obligations and disbursements; analyzing the interrelationship of accounts that are affected by varied transactions; entering, modifying, retrieving, and deleting information in an automated general ledger system; providing a variety of procurement transactions and documents, accounting symbolic codes, account structures and procedures for setting up liquidating obligations; balancing General Ledger Accounts and selecting the proper code, accounts affected, and providing for necessary accruals to effect the proper balance of accounts in the accounting system; collecting and compiling accounting data to prepare all subsidiary reports; using manual regulations, procedures, and policies governing double entry accounting system.
