Serves as the MHS Program Support Assistant (PSA) for the Chief, Mental Health Service (MHS) and serves as a vital administrative coordinator for all MHS Community Based and Suicide Prevention Programs.

Duties

Major Duties Serves as software expert to VCOIC staff regarding conversion of files. Acts as resource person regarding the intricacies and advanced features of Microsoft Office software including Word, Excel, PowerPoint, Outlook, Access, and Publisher. Deals with the manipulation of digital imagery using Adobe and other software Prepares memos, letters, committee minutes, reports, technical papers, and statistical summaries involving specialized terminology. Responsible for proper spelling, grammar, format, and arrangement of material. Regularly uses advanced features of word processing and graphics software, combining files created with different types of software and converting files from one type of software to another for ease of use within the office, modifying layouts and fonts as necessary to ensure usable documents Responsible for coordination and reporting of all safety and Emergency Response Planning for the VCOIC under the Mental Health Service Line. Ensures met requirements for Mental Health Service by serving on Emergency Management Committee, completing annual Emergency Response Plan, and completion of all required testing as requested. Responsible for specialized work encompassing such issues as workplace environment, information management, and other related duties related to overseeing the management of mental health administrative operations. Administrative responsibilities include data gathering, analysis, tracking, trending, and reporting, fiscal duties including expenditure tracking, interactions with Veterans, family members, Veteran representatives, writing reports or controlled correspondence, and other duties as assigned. Manages TSES budget in collaboration with local finance office to ensure appropriate use of budgeted funds. Maintains and reconciles purchase card expenditures for TSES program and serves as timekeeper for Compensated Work Therapy (CWT) program. Incumbent monitors expenditures to ensure program operates within approved budget and informs program manager of any concerns or discrepancies. Advises Service Line management in policy review, formulation, implementation, and evaluation. Incumbent assists management in determining priorities related to the administrative activities, cost considerations, patient satisfaction, and quality management aspects of the MHS Line. As necessary, represents the service at conferences and meetings and may represent the Mental Health Service in aspects other than clinical. Assists the Administrative Officer as necessary Acts as a liaison between Mental Health Service Chief, Section Chief, CBOCs, and the Information Management Service regarding clinical information within Mental Health Service Serves as the MHS's liaison with other services, functional work groups, outside agencies, and Veterans on administrative matters. Under the general direction of the Administrative Officer, Mental Health Service, Section Chief, Community, and/or designee, the incumbent tracks and monitors all QA activities for the MHS. This includes preparing service monitors for implementation; computing, recording, and presenting data in monthly MHS staff meetings; identifying deficiencies in data and recommending reporting mechanism improvements to appropriate sections; maintaining all MHS QA records according to JC standards. Assists in investigating patient complaints and incidents, responds and documents outcome, and coordinates action with appropriate staff. Assists in responding to Congressional inquiries and prepares reports and/or responses for signature of the Director. Work Schedule: Monday - Friday, 8:00am - 4:00pm Telework: VA supports the use of telework as a way to help attract and retain talented individuals in public service, increase worker productivity, and better prepare the agency to operate during emergencies. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 01/02/2024. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-7 position you must have served 52 weeks at the GS-6. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience and/or education as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-6 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Timekeeping, accurately maintaining time cards, overtime/compensatory authorizations and leave records, maintaining employee records, six-part employee files, preparing monthly meetings for staff, and chief of the department and performs duties as a control point clerk. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Physical Requirements: The work involved is primarily sedentary in nature and involves dealing with persistent demands from a variety of sources that can be regarded as multiple competing demands. Some walking, standing, bending, and carrying of light items is involved in hand delivery and pick up of documents and files. It involves the frequent use of office equipment including the telephone, copier, personal computer, printer and mainframe terminals. The incumbent is expected to use proper preventive ergonomic techniques to perform duties.
