The Intelligence Community (IC) Chief Information Office (CIO) is responsible for advancing the Intelligence Community's mission by driving secure collaboration, integration, and information sharing; identifying and addressing information enterprise risks; and providing strategic leadership and oversight of the IC's enterprise architecture and enterprise information technology.

Then we need you at the Office of the IC Chief Information Officer (OIC CIO) located in the recently redesigned building complex located at the IC Campus in Bethesda, MD. We are looking for an experienced financial resource leader that is driven to make tangible progress at addressing the cyber threats facing the IC and our foreign partners. As the spearhead of the OIC CIO, the Mission Requirement Group's (MRG) enables the IC CIO to achieve the most pressing aspects of the National Intelligence Strategy by engaging with agencies, departments, and services that comprise the IC. MRG's Resource team accomplishes this by collaborating with resource warriors to proactively: advise the IC CIO on budget formulation, support IC partners with Congressional Budget Justification Book (CBJB) development, and generate accurate resource content for the DNI's annual budget briefings to Congress. MRG's Resource team accomplishes all of this by being a key extension of the entire OIC CIO team and working directly with other offices within the ODNI in order to deliver tangible results and provide constructive resource related guidance. Lead, plan, and author IC resource strategies, analytical issue papers, strategic evaluations, background papers, talking points, resource issue papers, and/or other analytical products applying extensive subject matter knowledge to support the IC senior leadership in making informed programmatic decisions.
Lead the development and presentation of findings, conclusions, options, and recommendations, to ODNI and IC senior management.
Lead project teams to ensure projects are completed on time, effectively apply team building and coaching techniques, and exchange project or technical information with team members and contractors at formal and informal meetings.
Serve as a role model to hold peers, teams, and third parties accountable to execute on agreed-upon project decisions and commitments; practice high performing team behaviors at all times.
Proactively manage the expectations of senior-level customers and ensure the delivery of quality products and services; lead the examination of project successes and failures and develop solutions to improve products and services.
Identify and resolve key intelligence program and budget issues, evaluate program alternatives, and provide structured recommendations in accordance with the organizational policies, procedures, and viewpoints.
Spearhead efforts to develop program alternatives and provide structured recommendations in order for OIC CIO leadership to make informed resource decisions impacting the IC.
Qualifications
Mandatory Requirements:
Expert analytic and critical thinking skills, including the ability to conduct financial assessments, identify needs and requirements, and develop process improvement recommendations for implementation.
Expert ability to establish regular contact with high-level internal and external resources and have periodic contacts with other offices, supplying or seeking information on specialized and non-specialized matters; excellent use of tact when expressing ideas or opinions to senior leaders, customers, and other stakeholders.
Expert ability to communicate, both verbally and in writing, complex information in a clear, concise manner that is targeted to and meets the needs of diverse audiences with different perspectives and objectives.
Superior ability to listen to, clarify, and convey understanding of others' ideas, comments, and questions as well as to integrate and build upon diverse opinions in a manner that encourages the formation of integrated solutions and positions.
Superior interpersonal, organizational, and problem-solving skills, including demonstrated ability to work independently and in a collaborative environment effectively with senior officials, management, teams, and colleagues.
Superior written and oral communication skills with demonstrated ability to articulate complex intelligence issues to a wide audience, including the ability to write policy or analytic products for the senior U.S. Government officials and the IC workforce.
Superior ability to provide leadership, oversight, and guidance to the effective management of complex projects; superior ability to manage and mitigate risks, assess customer requirements, identify dependencies, and develop responsive project plans; superior ability to estimate costs and other resources using quantitative analysis to project requirements.
Expert ability to plan, execute, and report on all aspects of complex, multi-million-dollar budgets.
Expert knowledge of and experience with National Intelligence Program (NIP) and Military Intelligence Program (MIP) budget formulation programming and budget execution.
IC Experience: Five (5) years of experience working within the IC during the past four (4) years.
Education: Bachelor degree preferably in a technical or hard sciences program (e.g., computer science, chemistry, etc.).
At least two (2) years of experience working DoD partners as well as two (2) years of experience working with OMB and Congressional oversight committees during the past four (4) years.
