This position is part of the Office of the Inspector General, Department of Energy in the Office of Management and Administration, Budget, Performance, and Risk Management Division. As a Budget Analyst, you will provide support functions to the OIG and is responsible for the program's budget execution and formulation, performance management, financial management, and risk management.
Duties
As a Budget Analyst, you will:
Perform analytical, technical, and administrative duties in the budgetary process specifically for budget execution.
Assist in developing extensive written justification in support of the budget requirements.
Review and validate obligations, expenditures, travel, reimbursable orders, Position Change Request (PCS), etc. by examining policies, procedures, and allotted budget.
Review budget requirements against Agency goals and Federal budgeting techniques to ensure objectives are met and makes recommendations for improvement.
Requirements

Qualifications
SPECIALIZED EXPERIENCE REQUIREMENTS:
To qualify for the GS-12 grade level you must possess one (1) year of specialized Budget Analyst experience equivalent to the GS-11 grade level or equivalent pay band in the Federal service drafting budget and financial requirements, justification and execution of appropriation budgets, policy directives for financial management systems, and written and oral communication to brief and justify complex programs to senior management. Specific work experience must demonstrate the following:
Provide technical advice for budget and financial management, travel management, and program planning activities in support of the Department's financial management program.
Utilize knowledge of budget and finance regulations, Office of Management and Budget (OMB) guidance, and legislative policy in order to execution the budget, provide justification for the obligation or expenditure, and prevent deficiencies within fund expenditures.
Advise senior management of financial trends and restrictions imposed in funding for current and planned operating budgets.
To qualify for the GS-13 grade level you must possess one (1) year of specialized Budget Analyst experience equivalent to the GS-12 grade level or equivalent pay band in the Federal service drafting budget and financial requirements, justification and execution of appropriation budgets, policy directives for financial management systems, and written and oral communication to brief and justify complex programs to senior management. Specific work experience must demonstrate the following:
Provide technical expertise for budget and financial management, travel management, and program planning activities in support of the Department's financial management program.
Utilize knowledge of budget and finance regulations, Office of Management and Budget (OMB) guidance, and legislative policy in order to execution the budget, provide justification for the obligation or expenditure, and prevent deficiencies within fund expenditures.
Advise senior management of financial trends and restrictions imposed in funding for current and planned operating budgets.
Provide guidance to senior management on critical situations ensuring budget execution, policy, regulations, and procedures are met regarding the financial management process.
Education
