This position is located in the Visitor and Resource Protection Division, Branch of Fire and Aviation. One position is available. The DOI Standard position description of Wildland Firefighter (Fuels), DX02100 is being used. This position is non supervisory in nature and is Non-Exempt to the Fair Labor Standards Act (FLSA).

Duties

Assists the Fire Management Officer in planning and implementing both prescribed fires and mechanical fuels treatments. Implements and administers fuels management acitivites and wildland fire activities to ensure target goals are achieved, management objectives are met, and mitigation measures are adequate. Provides professional guidance and assistance to other natural resource managers on the use of wildland fire to restore, protect and enhance ecosystems. Coordinates field studies related to fuels management program issues to determine effectiveness of treatments. Performs fiscal analysis, formulates the annual fuels management budget and maintains a system of accounts to track program expenditures. This is a secondary-administrative firefighter position under the special retirement provisions of 5 U.S. C. 8336 (c) (CSRS) and 5 U. S. C. 8412 (d) (FERS). PLEASE NOTE: Applicants may meet qualification requirements but may not be eligible for special retirement coverage. If such an applicant is selected, they will be placed in the regular retirement system. FERS TRANSITION REQUIREMENT: To be eligible for Secondary retirement coverage under FERS, an employee must: 1) transfer directly (without a break in service exceeding 3 days) from a primary position to a secondary position, AND 2) complete 3 years of service in a primary rigorous position including any such service during which no FERS deductions were withheld, AND 3) must be continuously employed in a secondary position(s) since moving from a primary rigorous position, except for any break in employment from a secondary position that began with involuntary separation (not for cause). It is the responsibility of the applicant to ensure this office has enough information to determine your special retirement status to ensure you do not lose benefits (normally through submission of your work history or other documentation that demonstrates work history of approved covered positions). You must let this office know if you are in a Primary coverage position.

Qualifications

All qualifications must be met by the closing date of this announcement 01/03/2024, unless otherwise stated in this vacancy announcement. Credit will be given for all appropriate qualifying experience. To receive credit for experience, your resume MUST clearly indicate the nature of the duties and responsibilities for each position, starting and ending dates of employment (month/year), and the resume must reflect full and/or part-time or total number of hours worked (i.e., work 40+ hours a week, rather than indicating full-time). If part-time, the hours must be annotated to be able to pro-rate the amount qualified specialized experience.For periods of time that reflect military service, the DD-214 or Statement of Service is sufficient to meet the full and/or part-time hours requirement as the service dates will be reflected. This position has been identified as one of the key fire management positions under the Interagency Fire Program management (IFPM) Standard. This position has been categorized as a Prescribed Fire and Fuels Specialist, moderate complexity and requires selectee to meet the minimum qualification standards for IFPM prior to moving into the position. Selective Factors: The applicant must have possessed all the following National Wildfire Coordinating Group (NWCG) incident management qualifications and training requirements to be considered eligible for this position: Prescribed Fire Burn Boss Type 2 (RXB2) Task Force Leader (TFLD) -OR- Incident Commander Type 3 (ICT3) -OR-Helibase Manager (HEBM) -AND- This is an administrative position in an organization having a firefighting mission and is clearly in an established career path. Prior firefighting experience, as gained by substantial service in a primary firefighter position or equivalent experience outside the Federal government is a MANDATORY PREREQUISITE. You must clearly define this in your application package on how you meet this requirement. -AND- Basic Qualifications: One year of specialized experience equivalent to the GS-9 in federal service. Examples of specialized experience at the GS-9 must include: Developing, reviewing and evaluating fire management plans for ecological soundness, or consistency with land management goals and/or potentially adverse impacts to cultural and natural resources; conducting field inspections before and after prescribed or wildfires to determine if resource objectives were achieved and/or to evaluate the effectiveness of actions taken; and, analyzing the ecological role of fire and its use and/or exclusion, and smoke management; professional forest or range inventory methods and procedures (e.g., Brown's planar intercepts for dead and down fuels; live fuel loading assessments); analysis of fuel loadings and determination of appropriate fuel treatment methods (i.e. prescribed fire, mechanical, chemical, or biological treatments); land use planning and environmental compliance and evaluation of prescribed burn plans or fire management plans to ensure fire containment is possible and identification of appropriate suppression contingencies if fire containment is not obtained. Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
