Serves as the principal safety as well as the primary manager for the safety program for the New York Harbor Health Care System (NYHHCS), which provides health care service to diverse veteran client groups.
Duties
The Supervisory Safety Engineer (SSE) ensures a safe, reliable, and precisely controlled operating environment for patient care. The SSE has primary responsibility for operating and maintaining the New York Harbor (NYH) Occupational Safety Management System (SMS) including all NYH campuses. The SMS is designed to provide oversight of staff activities and the physical environment to reduce the risk of employee injury. The SSE is also primarily responsible for management of the NYH life safety management program, designed to protect patients, personnel, visitors, and property from fire.
The SSE serves as an expert in the safety of the medical care environment, encompassing all hospital personnel and visitor activities, building features, automated building management and environmental control systems, and critical utility systems, as well as the oversight of safety issues pertaining to construction in and adjacent to operational healthcare environments.
The SSE is responsible for accurate recordkeeping and oversight of the NYH occupational injury and illness program, including reporting under the Federal Employees' Compensation Operations & Management Portal (ECOMP). Works with other members of the Accident Review Board to evaluate, track and trend workplace injuries. Performs root cause analysis in order to identify sources of repeat or chronic injuries. Reports trends to Executive Senior Management and implements remedies designed to reduce injury rates.
The SSE collaborates directly with executive leadership, various healthcare services, and clinical personnel regarding the safety aspect of design of the environment for medical care. They ensure that all hospital processes comply with a multitude of safety-related accreditation and regulatory requirements including, but not limited to, those promulgated by the Joint Commission (TJC), the Occupational Safety and Health Administration (OSHA) and the National Fire Protection Association (NFPA). In summary, the Supervisory Safety Engineer applies engineering concepts and methodologies to enhance the delivery of healthcare by providing a technologically advanced, safe, and reliable healthcare environment through implementation of the SMS, internal auditing and code enforcement.

Qualifications

Specialized Experience: Applicants must have one year of specialized experience equivalent to at least the next lower grade (GS-11) in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: safety and occupational health that provided the specific knowledge, skills, and abilities (KSAs) required for successful performance of the duties of the position. Some specialized experience includes, but not limited to Managing safety or occupational health program elements, developing and recommending safety and occupational health policy to higher levels of management, Applying safety and occupational health laws, regulations, principles, theories, practices, and procedures to advise on or resolve technical matters dealing with occupational safety and health requirements, Developing safety and occupational health standards, regulations, practices, and procedures to eliminate or control potential hazards, Developing or implementing programs to reduce the frequency, severity, and cost of accidents and occupational illnesses. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Physical Requirements: The work requires a moderate level of physical activity including walking, climbing stairs and vertical ladders and standing when conducting on-site evaluations.
