The primary purpose of this position is to serve as a command Security Assistance Policy Specialist providing policy direction and guidance on security assistance/foreign military sales (FMS) program activities to AFMC centers and organizations.
Duties
Manages the end-to-end process for the development and implementation of security assistance/FMS policies and guidance across AFMC organizations.
Develops and implements security assistance/FMS policies and guidance for Center readiness programs.
Assesses acquisition and logistics related policy for security assistance/FMS program impacts.
Supports AFSAC planning and programming requirements.
Participates in meetings, prepares/conducts briefings and presentations, and prepares correspondence highlighting problems, alternatives, and proposed or final solutions, prepares and presents staff studies for presentation to other organizations, foreign country representatives, and management official at AFMC Centers, SAF/IA or DSCA.

- Qualification requirements stipulated by the US Office of Personnel Management for the GS-0301 occupational series must be met.

- Selectee must meet the designated certification AoC and Level requirement; if not has 1-year (Basic) 2 years (Intermediate-Expert) from Security Cooperation Workforce Development-Database entry date to become certified in accordance with-
- -the National Defense Authorization Act (NDAA) 2017, Title 10 United States Code, Section 384. Incumbent of this position is required to comply with all Department of Defense and Defense Security Cooperation Agency-
- -requirements of this certification program. This certification requirement is a condition of employment for this position. Failure to obtain this certification within the required time may be subject the incumbent to adverse action.
- Incumbent is required to maintain 20 hours of professional development continuous learning every two-year period to maintain good standing in the DoD Security Cooperation Workforce Certification Program.
Qualifications
Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, administrative and management positions. Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement.
SPECIALIZED EXPERIENCE: Applicants must have at least one year (52 weeks) of specialized experience at the next lower grade GS-12, or equivalent in other pay systems. Examples of specialized experience includes knowledge of theories and principles of Foreign Military Sales case development and execution, and Security Assistance Program policy. Expert ability to develop, prepare, coordinate, staff, and implement security assistance/FMS program policies, procedures, and directives. Knowledge of overall AF logistics systems acquisition and sustainment logistics programs, process and systems and an understanding of organizational functions providing logistics support. Knowledge of principles and practices of USAF, DoD, and systems acquisition and program management. Skill in analyzing, assessing and development of strategic AF security cooperation plans and program objectives. Ability to communicate both orally and in writing, clearly, concisely, and with technical accuracy. Ability to establish and maintain good relationships with individuals and groups outside the immediate work unit. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:

PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
