The Veterans Health Administration (VHA) has adopted the HR Modernization and Shared Services Implementation, which is a new model of organizing and consolidating essential Human Resource (HR) functions and services to the Network level. This improvement to HR service delivery will best support the needs of the VISN's diverse workforce and the expectations of management related to the acquisition, compensation, retention, and performance of staff.

Duties Include:
The Human Resources Strategic Business Partner (SBP) contributes to overall VISN performance by providing tactical and strategic consulting on people and organization development strategies in support of business objectives. The Human Resources SBP is an experienced local labor market expert advisor to executive leadership on all HR Staffing matters at a designated facility. Selectees will execute delegated responsibilities for the local labor market in the following functional areas: strategic talent acquisition and management (staffing); policy interpretation, application and implementation; and compensation management consultation. Duties include, but are not limited to:
Collaboratively evaluates trends in missions, technology, manpower, fiscal resources, and other factors influencing future needs; coordinates with advisory staff to obtain management information; advises staff on difficult and unusual recruitment, placement and pay issues or problems.
Coordinates with leadership stakeholders, to include local, regional and national leadership throughout the entire recruitment process. Provides management advisory services to resolve conventional problems that arise in administering an applicant recruitment.
Writes a variety of documents to include items for newsletters, information needed on congressional inquiries, responses to reconsiderations, letters responding to inquiries from employees and other customers, and provides guidance on regulations, policies, directives and applicable supplements.
Advises and consults on targeted recruitment strategies and non-traditional recruitment opportunities specific to the local and regional market area, such as targeted job fairs-including both local and virtual fairs-social media recruitment campaigns, targeting new talent through universities and their future graduates.
Through the assessment of quantitative and qualitative recruitment data, such as data from Office of the Inspector General (OIG), annual workforce Planning Studies, special initiatives, and other VHA applicable data and studies, creates benchmarks in achieving short and long-term recruitment outcomes.
Create legally sufficient solutions and provide information on the widest range of flexibility to achieve objectives. Provides law, policy, and analysis to the manager to support their recommendations.
Supports the employment program by advising supervisors and managers on the fundamental legal and regulatory provisions of employment programs. Recommends strategies for overcoming employment barriers.
Provides technical advice and assistance to the human resources staff and management officials in all areas of staffing and recruitment, including priority placement, direct hiring, special hiring authorities, etc.
Troubleshoots and resolves difficult and controversial internal and external staffing and placement problems. Performs internal placement duties that include conducting job analysis, preparing promotion and placement products, and issuing referral certificates.
Consults on and ensures all pre-employment requirements are met, such as: position management and organizational design, pay administration such as physician market pay; setting pay for Title 5, Title 38 and Hybrid employees, using multiple pay scales and various information sources; VetPro Credentialing; position descriptions, functional statements, scopes of practice, crediting plans, and job analysis.
Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 12/20/2023.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement.
For a GS-7 position you must have served 52 weeks at the GS-5.
For a GS-9 position you must have served 52 weeks at the GS-7.
For a GS-11 position you must have served 52 weeks at the GS-9.
For a GS-12 position you must have served 52 weeks at the GS-11.
The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. The BASIC REQUIREMENT for the HR Specialist GS-0201 series is presumed met if found qualified at the GS-0201-7 level and above.
To qualify for this position at the GS-7 level, you meet one of the following:
Specialized Experience: You must have at least one (1) year of specialized experience equivalent to the GS-5 grade level in federal service that demonstrates HR management knowledge, concepts and principles and the performance of work in one or more of the HR specialty areas. Qualifying specialized experience includes: Knowledge of federal or non-federal personnel regulations and laws; explaining business processes, rules, regulations, and laws; processing personnel actions using automated personnel systems; responding to customer inquiries. OR
Education: Successful completion of one full year of graduate level education or Superior Academic Achievement (S.A.A.). The S.A.A. provision is an educational achievement based on class standing, grade-point average or honor society membership. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work of this position. OR
Combination: Combinations of successfully completed graduate level education (beyond a bachelors degree) and specialized experience, as described above, to meet the total requirements. The education portion must include graduate courses that demonstrate the knowledge, skills, and abilities necessary to do to the work of this position.
To qualify for this position at the GS-9 level, you must meet one of the following:
Specialized Experience: You must have at least one (1) year of specialized experience equivalent to the GS-7 grade level in federal service that demonstrates HR management knowledge, concepts and principles and the performance of work in one or more of the HR specialty areas. Qualifying specialized experience includes: skill in applying, a wide range of methods, principles, and practices commonly used in the staffing, recruitment and placement process; and knowledge of the occupational design of positions within assigned organizations sufficient to: advise management officials on various types of appointments and their appropriate application in both the competitive and excepted services; advise on the procedural and regulatory requirements governing the merit promotion process. OR
Education: Successful completion of a Master's or equivalent graduate degree, two full years of progressively higher- level graduate education leading to such a degree, or LL.B. or J.D., if related. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work of this position. OR
Combination: Combinations of successfully completed graduate level education (beyond the first year) and specialized experience, as described above, to meet the total requirements. Qualifying specialized experience includes: training, leading, coordinating or supervising others in related duties such as: skill in applying, laws, Executive orders, regulations, policies, concepts, and various HR policies, practices, procedures, and management controls of the recruitment and placement functions at a regionalized operations center sufficient to: provide comprehensive staffing and placement services to on-site advisory centers; coordinate with, and advise HR specialists located at the on-site advisory centers on technical issues involving recruitment and placement actions. In addition, the incumbent must possess a knowledge of, and skill in applying, HR staffing and recruitment principles, concepts, laws, regulations, techniques, and guidelines sufficient to: support an organization's recruitment and placement program; conduct job analyses on a wide variety of complex positions using research, interview, observation, and analytical techniques to gather, document, and analyze information to develop qualifications rating factors; determine appropriate rating and ranking selective factors and develop crediting plans to assess varying degrees of job qualifications; and explain the methodology to management. Education: Successful completion of a Ph.D or equivalent doctoral degree, three full years of progressively higher-level graduate education leading to such a degree, or LL.M., if related. Adjudicates and makes decisions on applicant appeals and agency's request to pass over (or objects to) eligible(s) certified. Provides input to the immediate supervisor on final decisions. evaluating, rating and ranking applications; adjudicates veteran's preference; updating various logs, maintaining active and inactive files and pending files, etc.; issues Notice of Ratings (NORs); and issues and audits certificate of eligibles; Collaboratively evaluates trends in missions, technology, manpower, fiscal resources, and other factors influencing future needs; coordinates with advisory staff to obtain management information; advises staff on difficult and unusual recruitment, placement and pay issues or problems. Coordinates with leadership stakeholders, to include local, regional and national leadership throughout the entire recruitment process. Advises on the selection of SMEs and the rating panel process. Provides management advisory services in conformance with established criteria to resolve conventional problems that arise in administering an applicant recruitment; Prepares written correspondence and other documents. Qualifying education for the GS-0201 series includes courses and programs in HR, HR development, HR management, business, business management/administration, industrial relations, labor relations, industrial psychology, organizational psychology, organizational development, management, organizational behavior, pre-law/law, legal studies, health care management/administration, public administration, public policy, human services, leadership and/or humanities.

Superior Academic Achievement S.A.A. (S.A.A. is based on (1) class standing, (2) grade-point average, or (3) honor society membership. The full provision for Superior Academic Achievement (S.A.A.) is described in the

- Class standing--Applicants must be in the upper third of the graduating class in the college, university, or major subdivision, such as the College of Liberal Arts or the School of Business Administration, based on completed courses.
- Grade-point average (G.P.A.)--Applicants must have a grade-point average of: 3.0 or higher out of a possible 4.0 ("B" or better) as recorded on their official transcript, or as computed based on 4 years of education, or as computed based on courses completed during the final 2 years of the curriculum; or 3.5 or higher out of a possible 4.0 ("B+" or better) based on the average of the required courses completed in the major field or the required courses in the major field completed during the final 2 years of the curriculum. Grade-point averages are to be rounded to one decimal place. For example, 2.95 will round to 3.0 and 2.94 will round to 2.9.
