This position is located in Great Smoky Mountains National Park, in the Resources Management and Science Division. The typical seasonal entry-on-duty period for Great Smoky Mountains National Park is April through November but can be variable during these months due to weather conditions, project needs, or funding. Anticipated Entry on Duty: April 21, 2024

Duties

Major Duties: The purpose of the position is to conduct and/or assist in routine wildlife management projects, particularly the management and monitoring of elk, black bears, and bats. This includes projects related to determining the activities, movements, population status, capture, removal, processing, transport and/or euthanasia of selected wildlife. Incumbent utilizes traps, cages, and trailers to capture, handle and/or transport wild large mammals; radio-telemetry equipment to determine the location of wildlife in mountainous terrain, acoustic equipment for bat monitoring, and computer programs to compile, store, retrieve, and report data. Following instructions and standardized procedures, incumbent collects and organizes field data and biological samples, administers marking devices (i.e., ear tags, tattoos, etc.) to selected wildlife and ensures adequate quality control of the data, samples and markings. Backpacks (approximately 50 pounds of supplies and equipment) and hikes (up to 10 miles daily) into remote mountainous areas, establishes primitive campsites, and camps for up to five continuous days in a variety of weather conditions. Operates motor vehicles, including two and four-wheel drive, passenger cars, vans, trucks, and tows trailers. Installs, inspects, cleans, operates, and maintains resource management equipment (e.g., tools, traps, etc.). Serves as an emergency team member for search and rescue and in other emergency capacities as needed. Perform additional assignments, studies, and special projects at the direction of the supervisor. Area/Duty Station Information: Great Smoky Mountains National Park is located in the states of North Carolina and Tennessee and encompasses 800 square miles of which 95 percent are forested. The headquarters is located near the city of Gatlinburg , TN. There are 16 peaks over 6,000' in elevation and up to 90" of rainfall spread throughout the year. The Park has 10 campgrounds, 800 miles of horse and hiking trails, and 750 miles of fishable streams. The Smokies is within one day's drive for about 1/3 of the U.S. population and thus attracts over 11 million visitors annually; making it the most visited, national park in the system. Climate is moderate with average lows in the summer in the 60's and highs in the 80's and 90's and average lows in winter between 20 and 30 with highs in the 50's. Snowfall averages range from 5" in Gatlinburg, TN, to 11" in Bryson City, NC.

Qualifications

All qualifications must be met by the closing date of this announcement-01/03/2024-unless otherwise stated in this vacancy announcement. Credit will be given for all appropriate qualifying experience. To receive credit for experience, your resume MUST clearly indicate the nature of the duties and responsibilities for each position, starting and ending dates of employment (month/year), and the resume must reflect full and/or part-time or total number of hours worked (i.e., work 40+ hours a week, rather than indicating full-time). If part-time, the hours must be annotated to be able to pro-rate the amount of qualified specialized experience. To qualify for this position at the GS-4 grade level, you must possess at least one of the following minimum qualifications by close of the announcement: EXPERIENCE: At least 6 months of specialized experience and 6 months of general experience comparable in scope and responsibility to the GS-3 grade level in the Federal service (obtained in either the public or private sectors). This experience includes activities such as: following instructions and standardized procedures, collecting, and organizing field data; recording all data collected and providing findings to supervisors or a higher graded specialist; making observations of natural resource conditions; and installing, operating, and maintaining resource management equipment. You must include hours per week worked. -OR- EDUCATION: Successful completion of at least 2 years above high school with scientific or technical courses related to the occupation such as wildlife management, biology, ornithology, zoology, or ecology, and must include at least 6 semester hours directly related to the position to be filled. You must include transcripts. -OR- Successful completion of a combination of education and experience as described above. To combine education and experience, first take the number of semester hours (or equivalent) earned towards a bachelor's degree, in excess of 12 semester hours, and divide by 12 semester hours (or equivalent). Then take the number of months of full-time experience and divide by 12 months. Add the percentages together. The total must equal at least 100 percent to qualify. You must include transcripts. Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Current surplus and current or former displaced Federal individuals who have special priority selection rights under the Agency Career Transition Assistance Program (CTAP) or the Interagency Career Transition Assistance Program (ICTAP) must be well qualified for the position to receive consideration for special priority selection.
