This position is located on at the U.S. Department of Agriculture (USDA), within NRCS at the State Office or designated location within the state.
This position supports the Public Affairs Program of State Offices by planning and carrying out information and public affairs activities in the assigned work area.
Duties
Develop materials using a variety of media including newspapers and magazines, radio and television, exhibits, visual aids, newsletters and audiovisual presentations;
Assist lead/state Public Affairs Specialist in planning and coordinating an effective public information program throughout the state.
Establish and/or maintain effective professional relationships with local groups and with area representatives of media and conservation organizations concerned with agricultural and environmental issues.
Advise agency personnel responsible for conducting public involvement programs or campaigns in the techniques and methods for such programs
Develop public relations campaigns to standardize the process on involving the public in the agency activities, programs, etc.
Develops, writes, edits and designs online media resources such as public facing websites, SharePoint sites, social media posts, and infographics.
Requirements

Qualifications
Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including time-in-grade restrictions, specialized experience and/or education, as defined below.
Time in grade: Time in grade: Current federal employees applying for a promotion opportunity must meet time-in-grade (TIG) requirement of 52 weeks of service at the next lower grade level in the normal line of progression for the position being filled. (e.g. one year at the GS-09 grade level for consideration for the GS-11 grade level ). You must include an SF-50 (you may need to submit more than one) that supports meeting this requirement with your application package
Specialized Experience for the GS-11 level: To qualify for the GS-11 level, you must possess at least one year of specialized experience equivalent to the GS-09 level or higher in Federal service, or comparable experience not gained through Federal service. This experience must include:
Developing, coordinating, and carrying out public information programs to communicate policies, programs, services, and strategic marketing and program activities to an internal and external audience;
Advising on and editing articles and other written materials written by staff in consultation with the technical supervisor and/or staff specialist;
Develop written materials which transmit information concerning the nature and purpose of the organization's programs, projects, items of concern to the general public or more specialized public groups;
Advises program officials regarding the content and presentation of information materials submitted for dissemination or other information purposes.
OR
Substitution of education in lieu of specialized experience for the GS-11 level: Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M. in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Public Affairs, Business Administration, Management, English, Journalism, Communications, Marketing, Public Relations, etc. or a course of study directly related to the position.

Combination of Education and Experience: Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.
