About the Position: Incumbent will serve as the Workforce Development Specialist for the Directorate of Human Resources (DHR), U.S Army Garrison- Detroit Arsenal, evaluate workforce strategies and assessment plans, identify problem areas through research, advise leadership, and implement program initiatives that support workforce development.
Duties
Participate in development and periodic updates of the Strategic Human Capital Plan.
Handle difficult situations with tact and skill.
Identify problem areas that may affect performance, customer service, and employee satisfaction.
Advise personnel on a variety of policies pertaining to workforce development functions.
Develop processes and procedures pertaining to workforce development action plans and programs.
Implement workforce development action plans and programs.
Monitor the progress of technical, managerial, and leadership training and development programs, to include employment and retention.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Must be able to obtain and maintain eligibility for a Secret security clearance.
- Appointment to this position is subject to a one-year probationary period unless the appointee has previously met the requirements as described in 5 CFR Part 315.
- This position has a Temporary Duty (TDY) or business travel requirement of 10% of the time.

Specialized Experience: One year of specialized experience which includes: 1. Developing Workforce Development action plans to evaluate workforce strategies and assess performance plans; 2. Identifying problem areas that effect workforce performance through research of trends and issues; AND 3. Advising Command leaders and managers on the Workforce Development Program in matters such as: training, education, policies, and procedures.
This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11).
For some jobs you can qualify on education and/or experience but for this job you MUST QUALIFY ON EXPERIENCE ALONE. To qualify you must have at least one year of specialized experience at the next lower grade level, GS-11, or equivalent pay band in the Federal Service.
