These positions are located in the Domiciliary residential rehabilitation facility within the VA Central Iowa Health Care System in Des Moines, Iowa. The Rehabilitation Technician - Domiciliary provides extended care to Veterans with complex alcohol and drug disorders, mental health issues and Post Traumatic Stress Disorder. The Domiciliary also treats Veterans with psychosocial issues including homelessness and unemployment.

Duties

***THIS IS NOT A VIRTUAL POSITION, YOU MUST LIVE WITHIN OR BE WILLING TO RELOCATE WITHIN A COMMUTABLE DISTANCE OF THE DUTY LOCATION*** Major duties and responsibilities include but are not limited to: Develops and maintains a therapeutic, professional, helping relationship with residents admitted to the Domiciliary; Provides orientation to new residents by explaining policies/procedures, treatment expectations, and goals; Interviews each resident to assess skills, needs, associated activities of daily living, leisure and work interests, personal hygiene, interpersonal communication, etc.; Provides individual counseling as needed, applying experience and knowledge of problems; Provides care based on recovery-focused, patient-centered care principles; Provides crisis intervention in situations of a medical, psychiatric and/or behavioral nature; Obtains UAs and breathalyzers per unit policy; Initiates basic cardiac life support utilizing basic CPR training, Personal Protective Equipment and the Automatic Electronic Defibrillator; Completes reports of special incidents using electronic reporting package or completes VA reporting forms; Monitors compliance with treatment plan requirements as well as Dom regulations; Conducts Veteran room searches for health, welfare, safety and security purposes; Performs regular administrative functions, e.g. processes residents for admit clearance, completes entries in Cardex and shift report, completes progress notes, etc.; Performs all other duties as assigned. Work Schedule: Work schedule varies: 7:30am - 4:00pm, 3:30pm - midnight, or midnight to 8:00am. Will be expected to work rotating weekends and holidays. THERE IS AN ENGLISH LANGUAGE PROFICIENCY REQUIREMENT: In accordance with 38 U.S.C. 7402(d), No person shall serve in direct patient care positions unless they are proficient in basic written and spoken English. You must be proficient in basic written and spoken English in order to meet the requirements of this position. The English Language proficiency statement appears as a Selective Placement Factor on the Assessment Questionnaire. PLUS This position includes a Selective Placement Factor (skill, knowledge, ability or other worker characteristic basic to - and essential for - satisfactory performance of the job). Selective Placements Factors are a prerequisite to appointment and represent minimum requirements for a position. Applicants who do not meet it are ineligible for further consideration. The Selective Placement Factor for this position is: Possess a current, valid state-issued driver's Class D Chauffeur License with Endorsement 3 for passenger vehicles". NOTE: Driver's License Requirement (Screen-out): In carrying out responsibilities, operation of VA vehicles is required. The Rehabilitation Technician - Domiciliary transports Veterans in VA vehicles to programming, recreational activities, support groups, and additional appointments or activities as assigned.We cannot accept photographs, therefore; please do not submit a copy of your license with your application package. If an interview is requested, you may be required to provide a copy of your current, valid state-issued driver's license (if applicable). PLUS In addition to the English Language, and the Selective Placement Factor/SPF, to qualify for this position at the GS-5 level, you must also meet one of the following requirements: Experience: You must have at least one (1) full year of specialized experience equivalent to at least the next lower grade level (GS-4) in the Federal Service that has given you the particular knowledge, skills and abilities required to successfully perform the duties of a Rehabilitation Technician - Domiciliary, and that is typically in or related to the work of the position to be filled. Specialized experience is experience that involved the observation of and assistance in the application of techniques relating to behavior, capacities, traits, interests, and activities of either humans or, under laboratory conditions, animals. Experience may have been gained in connection with a program of research or direct services in psychology that gave a practical understanding of some of the principles, methods, and techniques of psychology needed to assist professional psychologists. NOTE: Experience must be fully documented on your resume and must include job title, duties, month and year start/end dates AND hours worked per week. OR Education: Successfully completed a full four (4) year course of study leading to a bachelor's degree, with major study or at least 24 semester hours in any combination of subjects such as psychology, statistics, or other directly related subjects to the Rehabilitation Technician - Domiciliary position. NOTE: Transcripts (unofficial or official) must be submitted with your application materials. Education cannot be credited without documentation. OR Combination: Equivalent combinations of successfully completed post-high school education (beyond the second year) and specialized experience, as listed above, may be used to meet total experience requirements. The education portion must include courses such as psychology, statistics, or other directly related subjects to the Rehabilitation Technician - Domiciliary position. You will be rated on the following Competencies as part of the assessment questionnaire for this position: Influencing/NegotiatingInterpersonal SkillsQuality AssuranceTechnical Documentation IMPORTANT: A full year of work is considered to be 35-40 hours of work per week. All experience listed on your resume must include the month and year start/end dates. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Physical Requirements: Work is carried out mostly in an office.
