You will serve as an EQUAL EMPLOYMENT OPPORTUNITY SPECIALIST in the EQUAL EMPLOYMENT OPPORTUNITY DEPARTMENT of COMMANDER US FLEET FORCES COMMAND.

Duties

You will provide comprehensive counseling to potential Equal Employment Opportunity (EEO) complainants including information on the informal and formal discrimination complaints process. You will process formal complaints in accordance with EEOC and Navy guidance. You will conduct fact finding inquires to resolve disputes. You will provide advisory functions to management and supervisors. You will provide advice and guidance to employees, union officials, and agency representatives. You will seek resolution of complaints through alternate dispute resolution (ADR) techniques including and conduct trend analysis. You will as a senior specialist be responsible to manage one or more EEO programs such as the Disability Program or the Model EEO program along with all EEO training programs.

Requirements

  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.

Qualifications

For GS-11: Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Experience communicating clearly with a diverse group of employees both orally and in writing. Experience writing and drafting responses to inquiries, decision letters, status reports, mediating agreements or other such official Navy correspondence. Experience coordinating and conducting basic equal employment opportunity (EEO) training. Experience with conflict resolution and problem solving such as drafting mediation and settlement agreements, recommending resolutions, performing fact finding analysis and evaluating grievances. Experience providing advice and assistance to management, supervisors, representatives, employees, and applicants to ensure workplace policies and procedures are established and carried out in accordance with existing case laws and regulations and case precedent. For GS-09: Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-07 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Experience communicating clearly with a diverse group of employees both orally and in writing. Experience writing and drafting responses to inquiries, decision letters, status reports, mediating agreements or other such official Navy correspondence. Experience coordinating and conducting basic equal employment opportunity (EEO) training. Experience with conflict resolution and problem solving such as drafting mediation and settlement agreements, recommending resolutions, performing fact finding analysis and evaluating grievances. Education

In lieu of specialized experience, you may qualify with the following education or combination of both education and experience:

For GS-11:
Successful completion of a Ph.D. or equivalent doctoral degree
OR
Successful completion of three full years of progressively higher level graduate education leading to a Ph.D.
OR
Possession of a LL.M that is related to this position being filled.
OR
A combination of experience and graduate education as described above that equates to one year of experience.

For GS-09:
Successful completion of a master's or equivalent graduate degree
OR
Successful completion of two full years of progressively higher level graduate education leading to a master's degree

Possession of an LL.B. or J.D. that is related to this positon being filled.
OR
A combination of experience and graduate education as described above that equates to one year of experience.
