The primary purpose of this position is to perform duties as Deputy Disbursing Officer and financial/accounting technician. Resolves complex problems, verify, and maintain financial and accounting transactions. Provides liaison functions between base organizations and Defense Finance and Accounting Service (DFAS).
Duties
Perform Deputy Disbursing Officer (DDO) responsibilities.
Serve as Functional and Technical Manager for all Finance-related requirements of the Eglin AFB Travel Card Program.
Perform Central Disbursing System responsibilities.
Prepare reports and perform or oversee other miscellaneous technical tasks in support of the accounting/financial functions.
Fully support and participate in implementation of management programs, such as process improvements, other total quality initiatives, safety, security, and protection of Air Force assets and information.

- This is a Financial Management Level 1 Certified position in accordance with the National Defense Authorization Act (NDAA) 2012, Public Law 112-81, Subtitle F-Financial Management, Section 1599d. Incumbent shall comply with the requirements.
Qualifications
Experience and qualification requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule clerical and administrative support positions, Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement.
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-06, or equivalent in other pay systems. Examples of specialized experience includes in-depth or broad knowledge of a body of accounting procedures and techniques to understand and work with a total accounting system which involves different programs that generate a large variety of transactions. Knowledge of extensive and diverse accounting regulations, operations, and procedures governing a wide variety of types of related transactions to resolve nonstandard transactions, complaints, or discrepancies, provide advice, or perform other work that requires authoritative procedural knowledge. Knowledge of general ledger and subsidiary accounts in an account structure requiring a number of asset and liability control accounts and considerable subdivision of accounts.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-06 level is required to meet the time-in-grade requirements for the GS-07 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
Knowledge of keeping and safeguarding public funds, and disbursing policies and procedures as it affects accounts under the Deputy Disbursing Officer (DDO).
Knowledge of financial/accounting files, listings, and document control systems, as well as the relationships between accounts and the effect of debit and credit entries on the system of accounts.
Knowledge of financial and internal control methods, practices, procedures, regulations, policies, and processes.
Knowledge of missions, functions, goals, objectives, work processes, and sources of funding or expenses pertinent to installation programs/organizations.
Knowledge of sources of factual information about and related to financial processes, such as that found in accounting reports, payroll records, work reports, or inventory and supply data.
Knowledge of financial information systems technology and automated data processing concepts and applications to maintain or manipulate financial computer applications and systems, perform quality check of financial systems, and make recommendations on process improvements that will optimize system utilization.
Skill in formulating, justifying, and/or executing assigned financial programs and processes.
Ability to gather, assemble, and analyze data to prepare financial reports, , develop alternatives, and make recommendations to resolve financial problems.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
