You will serve as a FINANCIAL MANAGEMENT ANALYST in the FINANCIAL MANAGEMENT OFFICE - COMPTROLLER (N00FM) of NCTAMSLANT NORVA.
GG-11 SALARY RANGE: $69,961 - $95,609
GG-12 SALARY RANGE: $83,854 - $114,601
This position is a DoD Cyber Excepted Service (CES) personnel system position in the Excepted Service under 10 U.S.C. 1599f.
Duties
You will report directly to the Deputy Comptroller and serve as the Compliance Officer for Naval Computer and Telecommunications Area Master Station Atlantic (NCTAMS LANT) area of responsibility (AOR).
You will plan work, set priorities and schedule work as necessary to assure effective and expeditious accomplishment or priority work without adverse effect on regular and recurring work.
You will advise Departmental Leadership on the status of internal and external audits and reviews.
You will work on any of the phases or systems of budget administration.
You will conduct internal financial audits within the NCTAMS LANT AOR.
You will support Financial Assist Visits and Inspector General Reviews for the NCTAMS LANT AOR.
You will track and monitor required financial management training and Financial management certification status for financial management employees across the AOR.
You will track and monitor DD forms 577 and delegation letters for financial management and acquisition employees across the AOR.
You will analyze, validate, and consolidate information in response to time critical audit sample testing, data calls, and projects.
Requirements

- This is a Financial Management Level II certified position per the National Defense Authorization Act (NDAA) 2012, Section 1599d. You must achieve this level within prescribed timelines. Certification requirements are in DoD Instruction 1300.26.
Qualifications
Applicant must have directly applicable experience that demonstrates the possession of knowledge, skills, abilities, and competencies necessary for immediate success in the position. Qualifying experience may have been acquired in any public or private sector job, but will clearly demonstrate past experience in the application of the particular competencies or knowledge, skills and abilities necessary to successfully perform the duties of the position. Such experience is typically in or directly related to the work of the position to be filled. Qualifying experience would be demonstrated by:
GG-0501-11
-Experience supporting Inspector General and Financial Assist Visit (FAV) audits.
-Experience drafting FAV schedules to facilitate internal audits and completing after action reports.
-Experience tracking and monitoring financial management training, financial management certification status, DD forms 577, and letters of delegation.
-Experience utilizing financial management systems and assisting with reviewing, disseminating, and certifying records for Dormant Account Review Quarterly (DAR-Q).

GG-0501-12:
-Experience analyzing, validating and consolidating information in response to time critical audit sample testing, data calls and projects.
-Experience conducting internal financial audits, Financial Assist Visits and Inspector General Reviews, documenting findings and recommending improvements.
-Experience with managing the Integrated Risk Management (IRM) program and the internal control programs within.
-Experience in briefing senior leadership both orally and in writing and planning work, setting priorities, and scheduling work as necessary.

Education
Applicants may substitute the following education for the required experience, provided it demonstrates the knowledge, skills and abilities necessary to do the work of the position:
Successfully completed a Ph.D. or equivalent doctoral degree
or
Successfully completed three full years of progressively higher level graduate education leading to a Ph.D. or equivalent degree
or
Successfully completed an LL.M. degree that is related to the position being filled.
