This position is located in the Department of Health and Human Services (DHHS), United States Public Health Service (USPHS), Indian Health Service (IHS), Northern Plains Regional Human Resources Office (NPRHR), which provides personnel services to the Great Plains Area. The incumbent contributes to the NPRHR mission by providing administrative and technical support in two or more specialty areas of employee records, classification, and recruitment & placement.
Duties
Assists HR specialists, supervisory officials and action officers by performing technical and administrative work in support of recruitment and placement tasks.
Establishes, maintains, and/or utilizes an automated HR system to perform technical and administrative support functions including processing personnel actions and other HR administrative forms.
Generates a wide variety of reports by identifying, gathering and entering system data.
Qualifications

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; social). You will receive credit for all qualifying experience, including volunteer and part time experience. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
MINIMUM QUALIFICATIONS:
GS-5: Your resume must demonstrate at least one (1) year of specialized experience equivalent to at least the next lower grade level in the Federal service obtained in either the private or public sector performing the following type of work and/or tasks: Providing administrative support; utilizing office automated systems to enter, retrieve and manage data; maintaining, preparing, and assembling files and logs; reviewing documents for accuracy and completeness and reconciling errors. Or, possess four (4) years of education above the high school level. Or, possess a combination of education and experience that when combined fully meet the minimum qualifications for this position.
GS-6: Your resume must demonstrate at least one (1) year of specialized experience equivalent to at least the next lower grade level in the Federal service obtained in either the private or public sector performing the following type of work and/or tasks: Performing routine support work in human resources, including answering inquiries, processing personnel actions, verifying conditions of employment (i.e. initiating, tracking results of background investigations, drug test, physicals or ID cards) and maintenance of files.
GS-7: Your resume must demonstrate at least one (1) year of specialized experience equivalent to at least the next lower grade level in the Federal service obtained in either the private or public sector performing the following type of work and/or tasks: Prepare vacancy announcements using on-line or automated application systems, correspond to questions regarding vacancies, qualifications and/or benefits, and assure the accuracy and proper contents of a various files.
GS-8: Your resume must demonstrate at least one (1) year of specialized experience equivalent to at least the next lower grade level in the Federal service obtained in either the private or public sector performing the following type of work and/or tasks: Process complex personnel actions, adjudicate veterans preference, assist in developing job assessments/analysis, maintain data and logs of recruitment/staffing activities. Providing technical and administrative support for a human resources office involving the application of personnel management principles, concepts, practices in recruitment and placement, pay administration, or employee benefits program.
Time In Grade
Federal employees in the competitive service are also subject to the Time-In-Grade Requirements: Merit Promotion (status) candidates must have completed one year of service at the next lower grade level. Time-In-Grade provisions do not apply under the Excepted Service Examining Plan (ESEP).

There are no education requirements.
