You will serve as a SUPPLY MANAGEMENT SPECIALIST in the CONTRACTS AND MATERIAL DEPARTMENT of FLT NUMER OCEANGPHY METEO CTR.

Duties

You will engage in a variety of routine purchasing actions ( e.g., computer and equipment repair, consumables and related office supply stock). You will monitor office supply stock levels in coordination with warehouse personnel. You will upon receipt, review purchase requests, check them for approvals, completeness and accuracy. You will take proper purchase action as dictated by acquisition regulations, simplified acquisition procedures, Department of the Navy purchase card regulations and FNMOC internal operating procedures (IOP). You will maintain monthly GCPC purchase logs and maintain a file on each transaction. You will obtain authorizations for additional funds from Comptroller when purchases exceed the Independent Government Cost Estimate (IGCE) identified in the Purchase Request. You will work with Resource Management personnel to manage resources, commitments and obligations. You will recommend appropriate acquisition strategies to outside contracting officers and specialists. You will review and advise with technical personnel on all major specifications and statements of work to affirm adequacy and conformance with regulations, public laws and statutes applicable to government acquisition. You will perform in-depth requirements analysis, market research, cost and price analysis and technical assistance for FNMOC, its Program Office, and Technical Points of contact in support of current and future acquisition efforts. You will work closely with the financial division in order to stay abreast of financial management decisions related to procurement requirements and to resolve financial and accounting problems relating to contracts and purchase orders. You will analyze problems with existing orders but not limited to substitutions of material, defective materials, late deliveries and based on applicable instructions and regulations, take appropriate action to resolve and correct the problem.

  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • This position is subject to work an uncommon tour, including nights, weekends, and holidays to meet mission requirements. Overtime or night differential pay and/or unusual duty hours may be required.

Qualifications

To qualify for the SUPPLY MANAGEMENT SPECIALIST, GS-2003-11, your resume must demonstrate at least one full year (52 weeks) of specialized experience equivalent to the level of difficulty and responsibility to that of the GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Experience procuring supplies and services with the government-wide commercial purchase card (GCPC); Experience reconciling monthly GCPC statements and reallocate transactions to alternate lines of accounting; Experience identifying mandatory sources and other available sources of supplies and services with no supervision; Experience evaluating vendor quotes and proposals with minimal supervision and ensuring FNMOC is getting the best value for procurements; Experience preparing procurement documentation with minimal supervision, to include drafting requirement statements and sole source/brand name justifications, and formulating independent government cost estimates; Experience briefing managers on supply and service issues, recommending solutions and executing resolutions. To qualify for the SUPPLY MANAGEMENT SPECIALIST, GS-2003-09, your resume must demonstrate at least one full year (52 weeks) of specialized experience equivalent to the level of difficulty and responsibility to that of the GS-07 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Experience procuring supplies and services with the government-wide commercial purchase card (GCPC). Experience identifying mandatory sources and other available sources of supplies and services with no supervision; Experience evaluating vendor quotes and proposals with supervision; Experience preparing procurement documentation with oversight and guidance, to include drafting requirement statements and sole source/brand name justifications, and formulating independent government cost estimates.
