Duties:
Provides preliminary budget estimates for current and projected budgets, including such items as cost projections for housing income and expenditures, utility accounts, equipment maintenance agreements, and projected salary and benefit costs.
Prepares initial draft of budget for all fixed costs and salaries for review by the supervisor, based on estimates for various cost items and on personal knowledge of changes which have taken place during the year.
Prepares budget data, showing net funding available for distribution and allocation. Based on staff input, assists in preparation of tentative and final funding allocations.
Prepares status of funds reports. Correlates and reviews all documents entries, ensuring accurate input. Reconciles in-house tracking documents with official accounting reports to resolve and eliminate discrepancies. Adds known commitments not reflected in the accounting reports, and computes adjusted balances. Attaches appropriate documentation before routing to program managers. Analyzes budget estimates against expenditure rates and notifies supervisors of major discrepancies.
Reviews official accounting office reports, verifying entries and detecting accounting errors.
Consolidates budget estimates from the unit's program managers, and organizes budget data according to account, object class, and program activity. Prepares forms and documents required to transmit the units annual and future year budget requests to higher-level officials within the organization.
Duties will be developmental in nature when filled below the full performance level.
Qualifications
All qualifications must be met by the closing date of this announcement-12/27/2023-unless otherwise stated in this vacancy announcement.
Credit will be given for all appropriate qualifying experience. To receive credit for experience, your resume MUST clearly indicate the nature of the duties and responsibilities for each position, starting and ending dates of employment (month/year), and the resume must reflect full and/or part-time or total number of hours worked (i.e., work 40+ hours a week, rather than indicating full-time). If part-time, the hours must be annotated to be able to pro-rate the amount of qualified specialized experience.
To qualify for this position at the GS-06 grade level, you must possess all of the following minimum qualifications by close of the announcement:
EXPERIENCE: At least one full year of specialized experience comparable in scope and responsibility to the GS-05 grade level in the Federal service (obtained in either the public or private sectors). This experience includes activities such as: performing clerical/technical work, budget, accounting, fees/deposits, accounts payable, accounts receivable; familiar with Microsoft Office (especially Microsoft Excel), experience understanding and implementing federal policies and regulations (especially travel policy). You must include hours per week worked.
To qualify for this position at the GS-07 grade level, you must possess at least one or all of the following minimum qualifications by close of the announcement:
EXPERIENCE: At least one full year of specialized experience comparable in scope and responsibility to the GS-06 grade level in the Federal service (obtained in either the public or private sectors). This experience includes activities such as: performing clerical/technical work in the budget formulation and submission process that includes: providing preliminary budget estimates, preparing initial draft of budget for all fixed costs and preparing status of funds reports using budget procedures, forms, formats, documents, reports and related requirements to compile and organize the annual operating and project budgets. You must include hours per week worked.
