The primary purpose of this position is to serve as the Installation Readiness Program Specialist, overseeing and managing installation-wide personnel deployment planning, execution, and personnel support, in matters pertaining to deployment availability (DAV) information, personnel accountability, and duty status reporting for contingency, exercises, and deployments.
Duties
Manages all personnel selections, briefings, and eligibility requirements on military/civilian personnel.
Serves as the installation focal point for the personnel facet of all contingencies, exercises, and deployments.
Maintains accurate accountability of personnel to ensure a concise picture of force capabilities supporting home station and other operations or missions.
Monitors the Global Command and control systems and provides training to members.
Represents Squadron with a variety of installation and functional area organizations.

- Work may occasionally require travel away from normal duty station on military or commercial aircraft/vehicle to conferences, meetings, or functions away from the duty office/location. Travel may include overnight stays.
- The employee must obtain and maintain an appropriate security clearance.
- The actual work performed in this position has been reviewed and determined that it does not meet any of the exemption criteria defined in 5 CFR 551. This position has been designated as nonexempt.
- Must be available to support mobility or Readiness Center operations in an exercise or contingency situation. May be required to work irregular shifts/overtime in performance of duties.
- The employee must be removed from any recall status if alternatives for filling this position are not available during a war or emergency.
- The employee is advised that in the event of emergency or war additional duties may be required, work week may be extended, and leave may be restricted. May be required to participate in test alerts and practice exercises as well as work overtime.
- The employee will receive training and orientation concerning participation in alerts, exercises, call back procedures and possible disciplinary action resulting from failure to comply as required.
- Recall during non-duty hours may be required. Employee must be able to report for duty within 2 hours after notification of recall.
- Position meets all requirements as a category 4 designation, and shall not be vacated during a national emergency or mobilization without seriously impairing the capability of the parent Federal Agency or office to function effectively.
- This position must be removed from the Ready Reserve and CAN NOT become a member of the Ready Reserve. (IAW: DoDD 1200.7, "Screening the Ready Reserve").
- This is a Mission-Essential position performing a Mission-Critical-Function which must continue uninterrupted after the occurrence of an emergency and continued through full resumption of all functions.
- Travel and relocation expenses will NOT be paid.
Qualifications
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Clerical and Administrative Support Positions.
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-06, or equivalent in other pay systems. Examples of specialized experience includes developing concepts, procedures, and systems necessary to implement the readiness program for the installation. Providing feedback on and implementing policies regarding the identification, selection, and deployment of military and civilian personnel during local exercise and real-world contingency deployment locations. Conducts initial and post deployment briefings. Provides notification to unit commanders when deployment requirements are received and ensure names of tasked personnel are received within established guidelines.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-06 level is required to meet the time-in-grade requirements for the GS-07 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
Knowledge of the principles, theories, techniques, practices, mission, and organizational structure of the specific program and or functional field to assist in supporting Air Force wide military personnel program administration responsibilities.
Knowledge of the laws, regulations, principles, and practices of military personnel programs.
Knowledge of sustainment program inspection requirements, reports, and program terms, as well as knowledge of common management principles to provide advisory services and inspect assigned programs.
Skill in adapting analytical techniques and evaluation criteria to the measurement and improvement of program effectiveness, and in serving as a technical specialist and spokesperson to further operating agency objectives on important issues.
Ability to prepare special studies and staff reports, including the ability to meet emergency and/or changing program requirements within available resources and with minimum sacrifice of quality or quantity of work.
Ability to establish effective working relationships and to communicate well with others, orally and in writing, including preparing and conducting formal and informal briefings.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
