You will serve as a SURVEILLANCE SPECIALIST in the Office of Special Projects (OSP) of NCIS. All Naval Criminal Investigative Service (NCIS) positions are in the excepted service. This position is in the excepted service and does not confer competitive status. This job opportunity announcement has a first cut-off 50 applicants. Duties

You will conduct physical and electronic surveillance locally and abroad managing the collection, assessment, and reporting of information in support of investigative activity. You will conduct comprehensive and systematic studies and analysis of the target/subject of an operation/investigation. You will conduct analysis of sensitive information, loss, compromise, leakage and unauthorized disclosure of classified material and other criminal related matters. You will identify indicators of possible espionage or hostile intelligence service involvement, and ensure such indicators are reported to the chain of command. You will prepare advanced subject/target reports and area casing reports using various information technology programs. You will coordinate and conduct training on surveillance techniques, investigative procedures, general intelligence information gathering, and the use of technical equipment.

Requirements

  • You will be required to obtain and maintain a TOP SECRET/SCI security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • You must acknowledge in writing that you are accepting an appointment in the excepted service which does not confer competitive status, prior to appointment.
  • Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.
  • Males born after 12-31-59 must be registered for Selective Service.
  • Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or fail the test. You will be subject to random testing.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • You will be required to possess and maintain a current valid United States driver’s license.
  • May be subject to a Counterintelligence Scope (CI) polygraph examination.
  • Must successfully complete the Surveillance Operations Training Course to maintain employment, per NCIS-3 Manual, Chapters 11 and 15.

Qualifications

GS-12: Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-11 level or pay band in Federal Service or equivalent experience in the private or public sector such as: Conducting physical and electronic surveillance managing the collection, assessment, and reporting of information in support of investigative activity; Conducting analysis of surveillance information involving contacts with hostile foreign nationals, unauthorized requests for sensitive information, and unauthorized disclosure of classified material; and Identifying indicators of possible espionage or hostile intelligence service involvement. GS-11: Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-09 level or pay band in Federal Service or equivalent experience in the private or public sector such as: Performing undercover and surveillance work by preparing surveillance information/reports; Planning and carrying out assignments, resolving conflicts in facts or evidence that arise, and coordinating work with others; Observing suspect movements over periods of time; and Evaluating information collected from physical observation of suspect illegal activity. Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.

Education

GS-11: In lieu of specialized experience listed in the Qualifications section, applicants may qualify based on equivalent combination of education and experience, as follows:

Ph.D. or equivalent doctoral degree

or

3 full years of progressively higher level graduate education leading to such a degree

or

LL.M., if related
