Manage administrative and business operations of the park. Principal advisor and management consultant to Park Manager and park management team for administrative matters. Responsible for advising the park management team and staff on all administrative matters in the park and guiding management and staff of the park toward effective management of the park's business.

Duties

Advises the Grand Portage National Monument (GRPO) Superintendent and the Division Managers on the parks' policies, decisions, and actions in the areas of budgeting and financial management, administrative services, planning, human resources management, acquisition and property management, agreements, and information management. Including, Tribal Self Governance Act agreements. Participates as a full member of GRPO's leadership team along with the GRPO Superintendent and GRPO Division leads. Builds within the leadership team and staff an appreciation of the role of administration in accomplishing the mission of the park and a working environment that recognizes administration as a partner in the operational, planning, and partnership programs of the park. In addition, by means of these advisory activities, the incumbent instills in the park's leadership team an understanding of the principles of sound organization and management of programs in the public sector and of the current directions and emphasis of management reforms. Directs the work of an Administrative Support Assistant. Initiates business and administrative studies based on their own independent judgment of need, to assess unusual conditions that impact the effectiveness of park operations, develop new programs, improve effectiveness, resolve complex problems and other management actions that impact GRPO's mission. Maintains surveillance over GRPO's business systems to ensure maximum probability of mission success. Oversees GRPO's revenues and spending. Develops Budget Cost Projections and Status of Funds as required by the regional office, or as identified for staffing/acquisition changes. Develops procedures and oversees operations of internal controls established to eliminate waste and prevent fraud in the usage of government properties and resources. Oversees the following Administrative Service functions for GRPO: Tribal Self Governance Act agreement and payments, budget and financial management, payroll and timekeeping; charge card; Accounts Payables and Accounts Receivables; internal controls and audits; travel services, property management, and quarters management. Coordinates with the GRPO superintendent as point of contact and subject matter expert on Tribal Self Governance Act Agreement. Directs the work of the primary Human Resources liaison to coordinate and communicate the needs of Human Resources services between supervisors and the Human Resource Specialists. Duties will be developmental in nature when filled below the full performance level. PHYSICAL DEMANDS: Most of the work is performed indoors in an office setting. There may be some extended walking through facilities, carrying light items, or driving an automobile. Mentally stressful and taxing situations are frequently present. WORK ENVIRONMENT: The work environment involves everyday risks or discomforts, which require normal safety precautions typical of places such as offices, meeting and training rooms, and commercial vehicles.

Qualifications

All qualifications must be met by the closing date of this announcement-12/27/2023-unless otherwise stated in this vacancy announcement. Credit will be given for all appropriate qualifying experience. To receive credit for experience, your resume MUST clearly indicate the nature of the duties and responsibilities for each position, starting and ending dates of employment (month/year), and the resume must reflect full and/or part-time or total number of hours worked (i.e., work 40+ hours a week, rather than indicating full-time). If part-time, the hours must be annotated to be able to pro-rate the amount of qualified specialized experience. To qualify for this position at the GS-09 grade level, you must possess at least one of the following minimum qualifications by close of the announcement: EXPERIENCE: At least one full year of specialized experience comparable in scope and responsibility to the GS-07 grade level in the Federal service (obtained in either the public or private sectors). Examples of specialized experience may include as participating in the administration of a small, stable budget involving basic administrative expenses; keeping an organization's revenue in balance and providing advice on budget and financial management; performing clearly-defined administrative tasks in support of established requirements for supplies, property management, or personnel; working with a leadership team; serving as a principal advisor to management on a wide array of administrative functions (budget, human resources, property and procurement management) analyzing and resolving problems. You must include hours per week worked. -OR- EDUCATION: Successful completion of at least one year of specialized experience described above, but I have successfully completed at least one of the following: (1) a masters or equivalent related graduate degree, (2) 2 full years (36 semester/54 quarter credits) of progressively higher level related graduate education leading to such a degree, or (3) a LL.B. or J.D., related to the position. Directly related graduate study may include, but is not limited to: business administration, accounting, governmental budgeting, and/or public administration. For example, have six months of the specialized experience described above (50% of the experience requirement), and 18 semester hours or 27 quarter hours of directly related graduate level education in an accredited educational institution (50% of the qualifying education). To qualify for this position at the GS-11 grade level, you must possess at least one of the following minimum qualifications by close of the announcement: EXPERIENCE: At least one full year of specialized experience comparable in scope and responsibility to the GS-07 grade level in the Federal service (obtained in either the public or private sectors). Examples of specialized experience may include as participating in the administration of a small, stable budget involving basic administrative expenses; keeping an organization's revenue in balance and providing advice on budget and financial management; providing a wide variety of administrative services to enable efficient operation of a business or program office; working with a management team; serving as a principal advisor to management on a wide array of administrative functions (budget, human resources, property and procurement management) analyzing and resolving problems You must include hours per week worked. -OR- EDUCATION: Successful completion of at least possess a Ph.D. or equivalent doctoral degree OR 3 full years of progressively higher-level graduate education leading to such a degree in a field of study that is directly related to the work of the position, which demonstrates possession of the knowledge, skills, and abilities needed to do the work of this position. Directly related graduate study may include, but is not limited to business administration, accounting, governmental budgeting, and/or public administration. (Three years of graduate education is 54 semester hours or 81 quarter hours). IMPORTANT - PLEASE NOTE: If you are using education to qualify, you must submit your transcripts. Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
