THIS IS A NATIONAL GUARD TITLE 5 EXCEPTED SERVICE POSITION WITH NO MILITARY REQUIREMENT. This National Guard position is for a HR ASST (MIL), Position Description Number PDT5805800 and is part of the Mississippi National Guard.

Duties

As a HR ASST (MIL), GS-0203-7, you will provide full range military human resources (HR) staffing for Army National Guard (ARNG) and Air National Guard (ANG) AGR personnel and career development services for ARNG AGR personnel. 1. Provides advice and support to ARNG and ANG managers, supervisors, and AGR personnel on full range of military staffing matters. Plans and administers the programs for recruitment, appointment, utilization and distribution, military career-field classification and related career and promotional development of AGR personnel. Determines minimum qualification requirements in accordance with appropriate regulations. Develops position announcements, locates position applicants, validates funding and certifies position is valid and vacant. Develops candidate evaluation criteria and evaluates candidate eligibility, and refers qualified candidates for selection consideration to the nomination/selection board. Compiles and sends results of nomination/selection board to State Adjutant General or his designated representative for reviews. Notifies candidates of the results of their application. Establishes rating and ranking boards and serves as an advisor to or a member of the boards. Maintains necessary documents associated with recruitment and placement priority lists for over graded AGR personnel. Uses a variety of authorization documents, regulations and guides in determining positions to be filled and procedures to be followed in staffing positions. 2. Responsible for coordinating with National Guard Bureau (NGB) for re-documentation of positions. Develops staffing guide requirements for new units. Gathers information for force structure reorganization based on projected mission and/or organizational changes for formulation of future staffing plan. Accumulates and analyzes statistics concerning staffing functions such as turnover, resignations, minority hire rates, promotions, hiring lag time, etc. Conducts exit interviews or surveys to identify potential program or management deficiencies. Develops localized AGR job standards in accordance with Military Occupation Skill (MOS)/Air Force Specialty Code (AFSC) regulatory guidance. Staffs and executes reduction-in-force procedures. Coordinates with the appropriate Human Resources Specialist regarding restoration following AGR tours, probationary periods, and priority placement programs. Provides advice to management regarding all actions associated with AGR military compatibility. Provides advice on career management that ensures maximum career opportunities for qualified AGR personnel while ensuring proper fill of positions at all levels. 3. Provides advice and assistance to ARNG AGR personnel, supervisors and managers on identifying training needs, in accordance with the Professional Development Program (PDP). Provides guidance to supervisors in planning job-related career development activities for AGR personnel. Advises AGR personnel on self-development activities and explains eligibility requirements and regulatory requirements. Recommends training priorities. Establishes training database for all AGR personnel. Monitors the compliance of the PDP. Sets up and maintains training files. Ensures that local courses and opportunity resources are fully publicized. Ensures that retention boards are conducted in a timely manner. Compiles tour continuation board results for NGB review. Conducts continuing analysis and evaluation of the training program's effectiveness in meeting training and career development goals. Conducts surveys or studies of activities/units to ensure AGR personnel are being utilized in accordance with NGB policies. Provides advice and assistance to activities/units pertaining to position management and utilization. Ensures activities/units are complying with career management programs for AGR personnel. 4. Coordinates with the Plans and Operations Training Office and the ARNG Military Personnel Office to locate and use resources to meet identified training needs. Coordinates with Quota Management Officer for courses offered by National Guard Professional Education Center. May serve as coordinator or conference leader for courses and briefings conducted by the AGR section. Gathers pertinent information on the effectiveness of the AGR force in accomplishing the required mission, functions and tasks. Recommends changes to appropriate managers, supervisors and higher graded specialist. Monitors the military performance evaluation program for all AGR personnel.Serves as point of contact regarding NGB manpower evaluations and survey site visits pertaining to AGR personnel. To facilitate visits by NGB personnel, incumbent is required to gather and formalize specific data pertaining to the AGR force. May assist in on-site AGR evaluation reviews. Performs other duties as assigned.

GENERAL EXPERIENCE: Administrative or clerical experience, education, or training which demonstrates the candidate's ability to perform the duties of the position. Experience using computer and automation systems. SPECIALIZED EXPERIENCE: Must have at least 12 months experience in the interpretation and application of regulations, procedures or laws. Experience that provided a working knowledge of administrative functions. Experience performing personnel transactions. Experience working independently and setting priorities with very little supervisory control.
