The position serves as a Healthcare Engineer at the Operation and Maintenance Section, Facility Management Service, VA Caribbean Healthcare System. This position performs project planning, produces designs, manages designs, manages construction, and provides construction administration for Minor Construction Projects, Non-Recurring Maintenance Projects and Station Level Projects including all areas and aspects at an assigned medical center and associated Community Based Outpatient Clinic.
Duties
The Healthcare Engineer is responsible for providing support to Mechanical/Plumbing Shop, Electrical Shop, Air Conditioning/Boiler Shop, Operation Control Center and Carpentry Shop. The duties described below is at the full performance level, GS-12. Duties include but are not limited to:
Evaluates service contracts implementation and succession for a large number building service equipment necessary to operate the medical center.
Anticipates major equipment failure by establishing and directing to principal items of equipment, scheduled tests, such as calibrations, air pressure measurement, chemical analysis, voltage, resistance, air velocity, air volume, temperature, relative humidity, etc.
Prepares technical reports, requisitions and data for services, materials and supplies to affect both corrective, preventive and predict maintenance of the Building Service Equipment and Utility Systems.
Assists with the administration and management of the Utility Management Plan according to TJC standards.
Provides support for the development and maintaining of systematic inspections and maintenance programs to keep buildings, utilities, equipment and structures in good state of operation and appearance.
Assists with the development and implements training programs designed to improve employees' abilities and understanding.

Qualifications

Basic Requirement: English Language Proficiency: Per VA Handbook 5005, Part II, Chapter 3, Section A, Paragraph 3j: No person will be appointed under authority of 38 U.S.C., chapter 73 or 74, to serve in a direct patient-care capacity in VHA who is not proficient in written and spoken English.
Education:
Bachelor's degree or higher in Engineering or Architecture. To be acceptable, the curriculum must be from a school with at least one curriculum accredited by the Accreditation Board for Engineering and Technology. Engineering Accreditation Commission (excludes engineering technology) or National Council of Architecture Registration Boards curriculum. Examples of acceptable engineering and architectural degrees include, but are not limited to: Electrical Engineering, Mechanical Engineering, Biomedical Engineering, Civil Engineering Architecture and Architectural Engineering. Titles may vary from educational institutions and change over time; OR,
Evidence of passing the Fundamentals of Engineering Exam with a bachelor's degree. Evidence can be in the form of an Engineering in Training certificate issued from any State, the District of Columbia, Guam or Puerto Rico, or test results from the National Council of Examiners for Engineering and Surveying (NCEES) identifying a passing score; OR,
Evidence of current professional registration or licensure as a Professional Engineer or Architect. Evidence of current professional registration or licensurefrom any State, the District of Columbia, Guam or Puerto Rico.
Grade Determination Requirements:
Healthcare Engineer, GS-12
Experience: At least one year of experience as a Healthcare Engineer equivalent to the next lower grade level (GS-11). Duties include but are not limited to: Project planning, producing and managing designs, managing construction, conducting audits and inspections on worksites, devise solutions and implement corrective actions with limited oversight, maintaining heating, ventilation, air conditioning and refrigeration systems. AND,
Demonstrated Knowledge, Skills, and Abilities, (KSA's). In addition to the experience above candidates must demonstrate the KSAs below:
Knowledge of mechanical, electrical, structural, civil and other engineering/architectural principles, practices and their applications in the healthcare environment.
Knowledge of healthcare industry standards and related regulatory agency (i.e., TJC, OSHA, NFPA, etc.) regulations, requirements, guides, policies, procedures, directives and general medical program requirements as they relate to healthcare engineering.
Knowledge of construction standards, methods, practices and techniques, materials and equipment to determine compliance with regulations and standards.
Skill to researching and analyzing information, conditions, human factors and projections to make sound engineering and business recommendations and decisions to proactively identify problems and develop innovative solutions within the context of applicable rules, regulations and procedures.
Ability to plan and execute complex, multi-faceted projects and inspections while prioritizing resources against approved scopes of work, contract documents and budgets.
Ability to organize and lead multi-disciplinary task forces with members from different departments and divisions, as well as design and construction firms.
