This is an OPEN CONTINUOUS ANNOUNCEMENT. Applications will be accepted on an ongoing basis and qualified candidates will be considered as vacancies become available. Health Technicians support the variety of specialties within the Specialty Care Clinics by acting independently or with supervision from a licensed health care professional if necessary, to perform clinical and administrative duties.

Duties

Responsible for assessing veterans and documenting findings in the electronic health record to include but not limited to: Chief complaint and limited health history; Measurement of vital signs, Drug allergy assessment; Snellen eye chart exam and Ishihara color blindness test; and Preventative health screening guided by clinical reminders. Ensures procedures and instruct veteran to disrobe and gown, remove footwear as required for examination, assist in draping and positioning. Assist with examinations, treatments and procedures to include but not limited to assistance with instruments, dressings and biological specimens. Make appropriate referrals and consultations for provider review as indicated by clinical reminders requiring intervention and follow up. Assess patients who come to clinic without an appointment to request medical care or services and direct them appropriately. Ensure that personalized and responsive attention toveterans seeking VA medical service is given. Anticipate at all times complex problems that may arise regarding health care needs. Independently perform EKGs, ear lavages, and minor wound dressings with verbal orders. May administer medication within the scope of VHA Directive 2010-028; The Use of Unlicensed Assistive Personnel in Administering Medication. Review provider's orders and complete patient visit by: Schedule future appointment(s); Instruct and arrange laboratory and diagnostic testing; Reviewmedication changes; Coordinate consultations; and Assess patient understanding of instructions. Provide veteran health education and information to include but not limited to verbal instruction, n=view written education materials, direct to access other education resources. Direct patients to location of services and other departments and escort when necessary. Respond to patients by phone, secure messaging or in-person resolving issue or triaging to appropriate team member. Safely transport patients to emergency and other departments. Observe suicidal patients and escort to mental health services. Ensure exam rooms are stocked and clean. Ensure proper disposal of contaminated waste and disposable items. Inspect, clean, and disinfect all instruments and equipment and report equipment problems\Coordinate consultation requests to include instructing the patient on the consultation process, requisition of consultant's records and tracking to assure consultations are made timely and completed as well as requesting renewal of consultation. May coordinate discharges from hospital and schedule follow up appointments. Promote patient centered care utilizing interpersonal communication and health behavior coaching. May coordinate group visits to include but not limited to veteran recruitment, scheduling and curriculum preparation. Perform CPR and first aid procedures. Provide proper coverage when short staffed or backlog arises. Administrative duties: Answer telephone calls to clinic and process telephone calls to appropriate service. Receive, review, record, sort and deliver all incoming mail and other correspondence to include but not limited to diagnostic reports, consultations, radiology reports, laboratory reports, medical summaries, hospital discharge summaries and other patient related information. Presents all incoming clinical information to provider for review in a timely manner, emphasizing when abnormalities arc present, assures provider acknowledgement of results reviewed and results are appropriately scanned into CPRS. Receive requests from professional, technical and administrative personnel, searches files and locates materials, furnishes them to requester. Manage clinic schedule of all Specialists to include nurse clinic and ancillary providers determining the best time to work in same day patients. Maintain recall list and assure patients appointed appropriately. Reappoint, cancel and reschedule appointments as needed. Mail out appointment reminders and no-show letters, document in CPRS. Work Schedule: Monday -Friday 7:30am-4:00pm & maybe expected to work on Saturdays. Tour of duty may change as determined by Supervisor. Position Description Title/PD#: Health Technician (OA)/PD03498A Physical Requirements: Work requires walking, bending, standing, and sitting. Required to assist in lifting and supporting veterans. Carry up to 20 pounds.

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement. Individual Occupational Requirement (IOR):An IOR is a basic requirement that must be met in order to qualify for entry into this job series. Specialized Experience (for positions at GS-4 and above): Positions in this series range widely in type and include support duties to medical or health personnel such as audiologists, speech pathologists, medical officers, and optometrists. Therefore, technician experience is experience that required application of the knowledge, methods, and techniques of the position to be filled. -OR Education And Training For GS-5: Successful completion of a full 4-year course of study leading to a bachelor's degree, with major study or at least 24 semester hours in subjects directly related to the position. GS-5 Minimum Qualification Requirements Specialized Experience: (1) one year of specialized experience, equivalent to at least the GS-04 level in the Federal service, that equipped you with the knowledge, skills, and abilities (KSA's) needed to successfully perform the duties of this position and that is typically in or related to the position being filled. Specialized experience includes but is not limited to: Performing medical and diagnostic examinations by assisting with duties such as measuring and monitoring vital signs, collecting biometrics, preparing and positioning the patient and provides general clerical /administrative support coordination. -OR Education for GS-5: Successful completion of a full 4-year course of study leading to a bachelor's degree, with major study or at least 24 semester hours in subjects directly related to the position. -OR Specialized Experience / Education combination: Only education in excess of the first 60 semester hours of a course of study leading to a bachelor's degree is creditable toward meeting the specialized experience requirements. Two full academic years of study, or 60 semester hours, beyond the second year is equivalent to l year of specialized experience. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
