The Chief Financial Officer (CFO) will serve as the accountable official for financial activities at the James E. Van Zandt VA Medical Center (JEVZ). Reporting to the Associate Director of the Medical Center.
Duties
Budget Formulation and Execution
The CFO serves as the facility Budget Officer. The CFO has full authority and responsibility for budget operations of JEVZ. This includes the formulation, justification, presentation, execution, and review of the budget.
Distributes funds to approximately 250 fund control points, analyzes actual expenditures to plan and makes projections which may require adjustments within the budget plan.
Develops local policies for use by operating officials in preparing budget estimates, analyzing budget execution, and financial documentation of expenditures, all of which are critical to the optimal use of available funds to support the organization's mission.
Advises service line leadership and Executive Leadership on how to budget successfully for new or expanded programs that are essential for the sustainment of the organization.

Financial Management and Oversight
Responsible for all facets of program management which affect the organization, its work force and relationships with internal and external customers.
Responsible for the direct management and supervision of all financial and program functions including budget forecasting, formulation and execution, general ledger accounting, accounts receivable, purchased care management, agent cashier, employee payroll and travel.
Collaborates with VERA Coordinator, Group Practice Manager, Managerial Cost Accounting, and individual service lines to ensure accurate workload capture to maximize the financial resources JEVZ and VISN 4 receive from annual budget allocations.
Member of local and VISN advisory councils and committees and provides input and recommendations for financial and budgetary issues with impact across VISN 4.
Carries out and ensures full compliance with all Federal, Departmental and VHA financial policies, regulations and procedures.
Establishes and implements both short and long-term facility financial plans in order to provide high quality patient care with optimum utilization of medical center resources.
Chartered member of the Administrative Executive Council (AEC).
Works on a peer level with service lines to accomplish established goals.
Sets and meets the VA's internal control standards.
Ensures payroll operates within established policies and provides timely and courteous customer support.
Supervisory Duties
Shapes and improves the structure, effectiveness, efficiency, and productivity of all employees within Financial Management Service.
Oversees the daily operation of the unit, ensures that agency policies and priorities are being followed; develops position descriptions, develops performance standards; reviews/approves time and attendance; and evaluates work performance of subordinates.

Work Schedule: Monday-Friday 8:00 am - 4:30 pm

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 12/22/2023.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-13 position you must have served 52 weeks at the GS-12. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Basic Requirement:
Degree: accounting; or a degree in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. The 24 hours may include up to 6 hours of credit in business law. (The term "accounting" means "accounting and/or auditing" in this standard. Similarly, "accountant" should be interpreted, generally, as "accountant and/or auditor."); (TRANSCRIPT REQUIRED to validate basic requirement). OR;
Combination of education and experience: at least 4 years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge. The applicant's background must also include one of the following:
Twenty-four semester hours in accounting or auditing courses of appropriate type and quality. This can include up to 6 hours of business law;
A certificate as Certified Public Accountant or a Certified Internal Auditor, obtained through written examination; or
Completion of the requirements for a degree that included substantial course work in accounting or auditing, e.g., 15 semester hours, but that does not fully satisfy the 24-semester-hour requirement of paragraph A, provided that (a) the applicant has successfully worked at the full-performance level in accounting, auditing, or a related field, e.g., valuation engineering or financial institution examining; (b) a panel of at least two higher level professional accountants or auditors has determined that the applicant has demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and level of advancement that which is normally associated with successful completion of the 4-year course of study described in paragraph A; and (c) except for literal nonconformance to the requirement of 24 semester hours in accounting, the applicant's education, training, and experience fully meet the specified requirements. Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-12 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: .
Formulation, justification, presentation, execution, and review of the budget. Formulation involves developing detailed estimates and narrative justifications. Execution involves planning for and monitoring the use of funds for meeting program goals effectively. The execution is often affected by the availability of funds for a variety of requirements such as maintenance, contracts, supplies, and personnel salaries.
Responsible for making timely and appropriate adjustments as needed and working within the laws and guidelines on the use of appropriated funds.

Responsible for a complete accounting program which includes activities normally associated with accounting, i.e. planning, adapting or revising accounting systems, analyzing and evaluating current and past performance, interpreting effects of transactions and applying accounting concepts.
