The Civilian Pay Technician is located in a VA Medical Center within the Mid-South Healthcare Network (VISN 9) and is organizationally aligned within the Fiscal Service at the Robley Rex VAMC. The Civilian Pay Technician processes a full range of payroll actions in an automated system for employees appointed under different personnel systems with unique pay accounts. These pay accounts include full-time, part-time, intermittent, trainees, retired annuitants, and fee basis.

The Civilian Pay Technician processes a full range of payroll actions in an automated system for employees appointed under different personnel systems with unique pay accounts (General Schedule and Wage Grade employees, Non-Appropriated Fund (NAF) Canteen employees, VA Cemetery employees, Title 38 physicians/dentists, nurses, special salary rates (Title 5 and Title 38 Hybrid).These pay accounts include full-time, part-time, intermittent, trainees, retired annuitants, and fee basis. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 12/22/2023. Interchange Agreement: Applications will be accepted for this position under the Interchange Agreement as outlined in VA Handbook 5005, Part III, Appendix C. This agreement allows for the movement of Title 38 and Title 38 hybrid personnel, who have at least 1 year of full-time continuous service, to apply for competitive service positions. OPM 90 Day Waiting Period: OPM requires that all current permanent federal employees serve 90 days after their competitive selection in their current Title 5 position prior to moving to another position. TIME-IN-GRADE REQUIREMENT: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements. For a GS-06 position you must have served 52 weeks at the GS-05 level For a GS-07 position you must have served 52 weeks at the GS-06 level. The grade may have been in any occupation but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. A SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. Specialized Experience. We will not make assumptions when reviewing applications. Your experience must be fully documented in your resume and must include job title, duties, month and year start/end dates AND hours worked per week to receive proper evaluation. You may qualify based on your experience as described below.GS-06 Grade Level: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade (GS-05) in the normal line of progression for the occupation in the organization. Specialized experience is defined as experience gained working in a medical office/hospital setting in a payroll/Fiscal position. Examples of specialized experience would typically include: assisting in performing a full range of official payroll actions for employees under various payroll systems; reviewing pay; maintaining payroll records and completing related reports pertaining to employees; processing cases within the full range of payroll functions; and processing time and attendance records, answering employee questions related to pay (e.g., withholdings, taxes, leave usage, etc.); assisting with training employees on timekeeping software and requirements; reviewing actions to ensure appropriate pay regulations are being followed. GS-07 Grade Level: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade (GS-06) in the normal line of progression for the occupation in the organization. Specialized experience is defined as experience gained working in a medical office/hospital setting in a payroll/Fiscal position. Examples of specialized experience would typically include: processing a full range of official payroll actions for employees under various payroll systems; determining pay; maintaining payroll records and completing related reports pertaining to employees; processing cases within the full range of payroll functions; and processing time and attendance records, answering employee questions related to pay (e.g., withholdings, taxes, leave usage, etc.); training employees on timekeeping software and requirements; auditing actions to ensure appropriate pay regulations are being followed. ***PREFERRED EXPERIENCE: Will have documented experience working with payroll systems such as DCPS, VATAS, VISTA and PAID. You will be rated on the following Competencies for this position: Arithmetic/Mathematical ReasoningCommunicationsComputer SkillsTechnical Competence Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Physical Requirements: The work of this position places no special physical demands on the employee. However, there is a high level of stress due to demanding deadlines and the need for a high degree of accuracy. There is also a requirement for some walking, standing, bending, and carrying of light items.
