The duties of the Prosthetic Representative are to administer, supervise, and perform work concerned with rendering prosthetic and sensory aids services to disabled patients. The work may include: planning, developing, and directing a prosthetics and sensory aids program at local, Veterans Integrated Service Network (VISN), or national levels; advising clinicians on selecting, prescribing, and acquiring prosthetic devices; advise on new prosthetics field developments and supply sources.

FUNCTIONS/SCOPE OF DUTIES:
Listed below are the tasks for the Supervisory Prosthetic Representative, GS-12:
- Develop or assist in the development in local organizational policies and procedures consistent with national policies and procedures.
- Develop Statement of Work for service contracts.
- Establish long term and short term program goals.
- Respond to a variety of correspondence (i.e.-contractors, Prosthetic special programs issues, congressional inquiries, patient advocate inquiries, etc.).
- Chairperson or Co-Chairperson in local facility committees, workgroups, and teams.
- Assess and provide technical guidance concerning equipment and benefits to beneficiaries and other health care workers.
- Adjust workload and develops performance measures.
- Implement new, local, and national guidelines.
- Develop tools that allow monitoring of a quality assurance program.
- Analyze, review and evaluate the results of various monitors and databases.
- Confer with contractors and other health care workers.
- Inform Veterans and family on different appliances and services available.
- Plan, develop, and prepare budget estimates.
- Analyze costs to develop cost containment initiatives.
- Coordinate special programs which include clothing allowance, Home Oxygen, Automobile Adaptive Equipment, Home Improvement Structural Alterations (HISA).
- Determine eligibility.
- Review medical and administrative files of Veterans.
- Interview Veterans and inspect prosthetic equipment/appliances.
- Authorize benefit payment and reimbursement for local and regional programs such as Clothing Allowance and Automobile Adaptive Equipment.
- Conduct home and vendor visits to determine contractor compliance with Statement of Work and evaluations for recommendations regarding home modifications.
- Inspect and recommend approval of contractor prosthetic shops.
- Assist win the implementation the Joint Commission standards of care.
- Coordinate specialty clinics which include wheelchair, amputee, major Medical Equipment Committee (MMEC), Preventative Amputee Care Team (PACT), etc.
- Ensure clinic decisions are implemented.
- Manage, maintain, and control inventory.
- Serve as technical advisor and subject matter expert in collaboration with the Service Chief.
- Participate in team discussions in relation to program goals for implementation purposes.
- Represent the department in public relations activities (i.e.- lectures, town halls, and in services).
- Administer personnel management rules, regulations, and procedures.
- Plan, schedule, and review work including projecting and forecasting.
- Responsible for effective utilization of all resources.
- Plan and estimate budgetary requirements.
- Execute and control established spending plans.
- Set guidelines and procedures to assure safe work environment and use of safety equipment.
- Keep abreast with current issues in the health care industry and technological advancements.
- Develop functional statements, performance standards, and competencies.
- Counsel employees and initiate disciplinary action.
- Manage time and leave programs.
- Interview and select candidates as well as participate as a selecting official for various departments to acquire Section or Service Chiefs.
- Administer Veteran's appeals process.
- Recommend promotions, special advancements for performance, special advancements for achievement and conduct performance appraisal evaluations.
- Implement new directives, programs, and policies.
- Provide employee training as needed throughout the Network.
- Responsible for the proper application of laws, rules, and regulations.
- Communicate and respond orally or in writing with management and/or stakeholders.
- Develop proposals, business plans, and action plans.
- Prepare and present lectures to VA and/or non-VA functions.

Qualifications
Basic Requirements:
United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy.
Experience and Education
(1) Experience. One year of creditable experience that demonstrates: Knowledge of basic anatomy and medical terminology; knowledge of accounting methods; ability to research, analyze, comprehend, and apply decisions; basic knowledge of inventory management procedures; ability to use computer software packages for word processing, spreadsheet development, and database management; and ability to work independently and as a member of a team; OR,
(2) Education. A bachelor's degree from an accredited educational institution AND at least 24 semester hours in course work related to health care, public administration, or business. The 24 semester hours could include but is not limited to any combination from the following fields: occupational therapy, physical therapy, kinesiotherapy, social work, psychology, prosthetics, orthotics, respiratory therapy, assistive technology, business law, leadership, healthcare, public administration, or business management. This course work may have been completed within the degree or in addition to the degree; OR,
(3) Experience/Education Combination. Equivalent combinations of experience and education are qualifying.

English Language Proficiency. Prosthetic representatives must be proficient in spoken and written English in accordance with chapter 2, section D, paragraph 5a, this part.
Grade Determinations:
Experience. At least one year of experience equivalent to the GS-11 grade level.
Demonstrated Knowledge, Skills, and Abilities. In addition to the experience above, the candidate must demonstrate all of the following KSAs:
1. Ability to perform the full range of supervisory duties, including responsibility for assignment of work to be performed; assessment of competencies; evaluation of performance; selection of staff; and recommendation of awards, advancements, and disciplinary actions.
2. Ability to analyze data and make recommendations to optimize quality, efficiency, performance, and productivity within the service.
3. Ability to manage a health care program that provides home medical equipment, rehabilitation services, home oxygen, visual or hearing impairment devices, assistive technology, orthotics, or prosthetics.
4. Knowledge of compliance and regulatory accrediting organizations.
5. Ability to manage, interpret, and present fiscal data (i.e. fund controls, contracts and equipment expenditures), forecast resource and equipment needs, and administer an allocated budget.
Assignments. For all assignments above the full performance level, the higher-level duties must consist of significant scope, complexity (difficulty), and range of variety, and be performed by the incumbent at least 25% of the time. Assistant Chief positions are normally located at larger facilities that provide specialty services to smaller facilities and report to a PSAS Service Chief. Assignment as an Assistant Chief is restricted to those serving as a full Assistant to the Chief. Assistant Chiefs share with the Chief full responsibility for managing and supervising all phases of prosthetic operations. This person functions as the Chief of the service in the Chief's absence. They develop and maintain a system of internal reviews that ensure service programs operate in compliance with regulatory and accrediting organizations. They contribute to the effective utilization of resources, budgetary allocation and fiscal management. He/She makes selections; assigns personnel; and provides direction to subordinate staff. They manage the training and evaluation of staff and develop local organizational policies and procedures. Serves as liaison between Prosthetic Service and other departments. Typically, there are no subordinate supervisory prosthetic representatives at the facility level.

Physical Requirements: The work is primarily sedentary but also requires some standing, walking, bending, lifting and carrying of light items. The work requires above average agility and dexterity. The work may require the incumbent to assist with moderately heavy lifting or to assist patients transitioning from sitting to standing positions and vice versa.
