This position is located with the Bureau of Indian Affairs, Superintendent, Colville Agency in Nespelem, Washington. NOTE: TRAVEL AND RELOCATION EXPENSES WILL NOT BE AUTHORIZED. ANY RELOCATION EXPENSES ASSOCIATED WITH REPORTING FOR DUTY WILL BE THE RESPONSIBILITY OF THE SELECTED EMPLOYEE.

Duties

Provide technical assistance and procedural guidance for the preparation and revision of Forest Management Plans. Develop stand and stock tables, determination of growth, and narrative discussions as well as calculations of summary statistics. Oversee the preparation of technical specifications for field project designed to collect and analyze data related to stand classification, stand metrics and growth and yield analysis. Review, prepare, organize, and compile regional and national forestry reports. Provide technical assistance to field installations in methodology and techniques of performing detailed analysis of forest management inventory data in terms of density and volume. Participate in periodic reviews of forest inventory and forest management projects. Manage the Inventory and Planning budget with the Supervisory Forester.

Qualifications

EXPERIENCE AND EDUCATION REQUIREMENTS: (OPM Operating Manual, Qualification Standards for Professional and Scientific Positions for this series in conjunction with the Individual Occupational Requirements for GS-0460 series). BASIC REQUIREMENTS FOR ALL GRADES: A. Degree: forestry; or a related subject-matter field that included a total of at least 30 semester hours in any combination of biological, physical, or mathematical sciences or engineering, of which at least 24 semester hours of course work were in forestry. The curriculum must have been sufficiently diversified to include courses in each of the following areas: Management of Renewable Resources-study of the science and art of managing renewable resources to attain desired results. Examples of creditable courses in this area include silviculture, forest management operations, timber management, wildland fire science or fire management, utilization of forest resources, forest regulation, recreational land management, watershed management, and wildlife or range habitat management. Forest Biology-study of the classification, distribution, characteristics, and identification of forest vegetation, and the interrelationships of living organisms to the forest environment. Examples of creditable courses in this area include dendrology, forest ecology, silvics, forest genetics, wood structure and properties, forest soils, forest entomology, and forest pathology. Forest Resource Measurements and Inventory-sampling inventory, measurement, and analysis techniques as applies to a variety of forest resources. Examples of creditable courses include forest biometrics, forest mensuration, forest valuation, statistical analysis of forest resource data, renewable natural resources inventories and analysis, and photogrammetry or remote sensing. OR B. Combination of education and experience: courses equivalent to a major in forestry, or at least 30 semester hours in any combination of biological, physical, or mathematical sciences or engineering, of which at least 24 semester hours are in forestry. The requirements for diversification of the 24 semester hours in forestry are the same as shown in A above, plus appropriate experience or additional education. ADDITIONAL EXPERIENCE REQUIRED: In addition to meeting the basic entry level qualification requirements, applicants must have the following: SPECIALIZED EXPERIENCE GS-12: In addition to meeting the basic education requirement, I have at least 1 year of full-time specialized experience or the equivalent, comparable to at least the GS-11 in the Federal Service (obtained in either the public or private sector). Specialized experience must include record of peer reviewed publications(s); independently worked on collecting and analyzing forest inventory data, planned and coordinated forest inventories for permanent plot, stand level and stocking study sampling, develop forest inventory analysis report, provide technical expertise to Forest Managers for the collection, analysis and reporting of forest data. All qualification requirements must be met by the closing date of this announcement. Merit Promotion candidates must also meet time-in-grade requirements by the announcement closing date.
