This position is part of the Warfare Centers Personnel Demonstration Project. The NT-5 pay band encompasses positions equivalent to GS-13 and GS-14. You will serve as a Facility Operations Program Manager in the Corporate Operations Department, Infrastructure Division, Facilities Branch (Code 1021) of the Naval Undersea Warfare Center Division Newport.

Duties

You will develop short- and long-term requirements and plans to manage facility operations and maintenance services for the organization. You will manage facilities service contract requirements and oversight to sustain and improve maintenance and preventative maintenance services by outside vendors. You will generate task statements and related funding requests for approximately 3,500 service call actions per year. You will facilitate emergency service support response to isolate the emergency and ensure the safe restoration of services to support Division Newport missions. You will serve in the lead role for preventative maintenance programs and mandatory compliance maintenance actions. You will inspect, evaluate and advise on all types of facilities maintenance and repair work including electrical, mechanical, structural, and civil (e.g., HVAC, utilities, energy systems, etc.). You will run a facilities maintenance and operations program at a large and dynamic Research and Development campus with $2B in infrastructure value. You will collaborate with others in Facilities to define requirements, budget, oversee/evaluate contractor or NAVSTA PWD execution; seek year-to-year performance and process improvements; and report compliance posture.

  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • This is a bargaining unit position.
  • You will have to lift/ carry up to 50 lbs.
  • This position includes many hours of walking/ climbing outside.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the NT-4 grade level (GS-11 and GS-12 equivalency) or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: applying a wide variety of facilities administration principles, theories, and practices to evaluate, advise on and execute infrastructure maintenance, operations and renovation work requirements in support of a large organization.
