THIS IS A NATIONAL GUARD TITLE 32 EXCEPTED SERVICE POSITION. This National Guard position is for a WS-8801-13 AIRCRAFT MAINTENANCE SUPERVISOR (TITLE 32), Position Description Number D2730000 in SPMD 4740 and is part of the MO HHD 1107th Aviation Group. APPOINTMENT FACTORS: This is an Indefinite/Permanent (may retain current tenure if on-board) Excepted Service position. This is a non-bargaining position. SEE NOTES UNDER CONDITIONS OF EMPLOYMENT BELOW.

Duties

Analyzes work plans developed by subordinate supervisors and leaders for accomplishment of assigned work. Determines priority of work to be accomplished in relation to future demands, including unanticipated or emergency requirements mandating reallocation of resources. Integrates work to include aircraft and aircraft system modifications, human resources, financial forecasting, recurring mandated inspection requirements, and the implementation of policies and procedures in the accomplishment of the work. Evaluates potential impact of improved technologies on existing programs and practices and recommends proposed changes. Coordinates, assigns, and directs the work of shops supervised. Assigns and explains work requirements to subordinate supervisors and sets deadlines. Balances workload for subordinate shops. Promotes economical and efficient work operations. Analyzes production, cost, and personnel utilization records and makes adjustment in operations to correct problems. Coordinates work operations with other organizations and functions, as well as with primary management and supervision. Establishes effective production plans for difficult and complex issues that may occur during pre-planning or work-in-progress phases. Makes formal appraisal of subordinate supervisors’ work performance and reviews employee appraisals submitted by them. Ensures the regulations governing safety and housekeeping are observed. Assures that appropriate production reports and administrative records are maintained. Performs other duties as assigned.

Requirements

  • If selected individual is in a Permanent status (Tenure 1 or 2) with the Missouri Army National Guard, that individual will retain their Permanent status.
  • If selected individual is in an Indefinite status (Tenure 3) with the Missouri Army National Guard, that individual will retain their Indefinite status.

Qualifications

MILITARY REQUIREMENTS:Compatible military grade and assignment required prior to the effective date of placement. This is an Excepted Service position that requires membership in a compatible military assignment in the employing state's National Guard. Applicants who are not currently a member of the National Guard must be eligible for immediate membership. Selected candidate will be required to be in a compatible military assignment prior to effective date of placement. Selected candidate must be MOS qualified within 12 months from date of appointment. Minimum Military Grade - WO1 (W-1) Warrant Officer - Branch 15 Supervisor must verify that selected individual occupies a compatible military position. Title 32 employees will not be militarily senior to their full-time supervisor or wage leader (grade inversion). GENERAL EXPERIENCE: Must possess experience or training which demonstrates that the candidate has the ability to organize assignments for subordinates, estimate material and manpower needed for specific jobs; able to explain manuals and work procedures; and to prepare production records, work records and reports. WS-13 SPECIALIZED EXPERIENCE: Must possess 36 months of specialized experience which demonstrates your ability to plan and organize work assignments for an aircraft maintenance function; plan overall allocation of personnel, funding and equipment resources; coordinate and direct work by assigning and explaining work requirements to subordinate supervisors; establish priorities to meet deadlines; and balance workload for subordinate work groups. The specialized experience must also indicate you possess knowledge of the various lines of work performed by an aircraft maintenance function; ability to supervise or the potential to perform such duties as evidenced by the ability to communicate knowledge of general supervisory concepts, and knowledge of shop processes; and ability to adapt existing equipment and techniques to new situations.

Education

This job does not have a qualification requirement that allows substitution of education for specialized experience.
