The selectee of this position serves as a Government Information Specialist. You will be responsible for analyzing and evaluating requests for information under the Freedom of Information Act (FOIA) and Privacy Acts (PA) along with researching relevant legislation and precedents and determining if requested information can be released and coordinating actions, providing assistance to the FOIA liaisons, etc.
Duties
As a Government Information Specialist at the GS-0306-11/12 level, some of your typical work assignments may include:
Preparing litigation reports, answers, and affidavits for response to denial of information appeals made to the U.S. District Court.
Contacting the organization's headquarters to assist in obtaining requested information.
Preparing responses to inquiries regarding the application of the various disclosure provisions under the FOI/PA for external sources.
Providing guidance and assistance to the organization's managers for gathering and submitting information for FOIA/PA request processing.
Utilizing legal research databases or court record databases for information requests.
Reviewing and analyzing FOIA/PA requests to ensure the requested information falls within the provisions and legislative history of FOI/PA (i.e. case law and in accordance with overall policies and practices).
Proposing development or revisions of operating procedures in order to correct problem areas affecting FOI/PA processes.
Reviewing denied information request to determine if the denial of information is legal, supported by valid analysis and the reasons for denial are clearly explained to the requester.
The responsibilities described above are for the full performance level. At the developmental grade levels, assignments may be of more limited scope, performed with less independence, and limited complexity.

Qualifications
GS-11 TIME IN GRADE REQUIREMENTS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-09 grade level is required to meet the time-in-grade requirements for the GS-11 grade level. (Must submit your SF-50 that shows Time-in-Grade eligibility and reflects your title, series, and grade. No award SF-50 will be accepted).
You may qualify at the GS-0306-11 level, if you fulfill the following qualifications:
A. One year of full-time specialized experience at or equivalent to the grade GS-09 in the Federal Service performing duties which include the following:(1) Applying evaluative methods to perform research regarding established Freedom of Information/Privacy Act (FOI/PA) issues (2) Interpreting and applying organizational policy regarding administration of the FOI/PA (3) Receiving and/or processing Freedom of Information Act/Privacy Act (FOIA/PA) requests and (4) Providing advice on search for the compilation of responsive records.
OR
B. Possess a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree; or possession of a LL.M. degree, if related. Graduate level education must demonstrate the knowledge, skills, and abilities necessary to do the work of the position, such as, but not limited to: Government Information, Business Administration. (MUST SUBMIT TRANSCRIPTS).

C. Have the combination of education and experience as listed above (MUST SUBMIT TRANSCRIPTS).

Specialized Experience: One year of full-time specialized experience at or equivalent to the grade GS-11 in the Federal Service performing duties which include the following: (1) Applying analytical and evaluative methods to perform extensive research regarding established Freedom of Information/Privacy Act (FOI/PA) issues (2) Interpreting and applying organizational policy regarding administration of the FOI/PA (3) Receiving, processing, researching and/or verifying Freedom of Information Act/Privacy Act (FOIA/PA) requests and (4) Providing advice on search for the compilation of responsive records.
Applicants may not qualify for this position based on education in lieu of specialized experience at the GS-12 grade level.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience

GRADUATE EDUCATION: One academic year of graduate education is considered to be the number of credits hours that your graduate school has determined to represent one academic year of full-time study. If you cannot obtain your graduate school's definition of one year of graduate study, 18 semester hours (or 27 quarter hours) should be considered as satisfying the requirements for one year of full-time graduate study.
FOREIGN EDUCATION: If you are using education completed in foreign colleges or universities to meet the qualification requirements, you must show that the education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.
