This position reports directly to the Chief of the Safety Service. The work of Safety involves the efficient operation of facility occupational health and safety protocol, industrial hygiene, emergency management, the Green Environmental Management Systems (GEMS), the workplace violence prevention (WVPP) and safe patient handling management (SPHM) programs. The primary purpose of the position is the coordination and monitoring of all administrative functions within the service.

Duties

This position reports directly to the Chief of the Safety Service. The work of Safety involves the efficient operation of facility occupational health and safety protocol, industrial hygiene, emergency management, the Green Environmental Management Systems (GEMS), the workplace violence prevention (WVPP) and safe patient handling management (SPHM) programs. The primary purpose of the position is the coordination and monitoring of all administrative functions within the service. The main duties consists of, but not limited to: Alternate safety representative to Human Resources Management Service on all civilian personnel issues requiring a significant practical knowledge of Title 5 and Title 38 employee relations. Required to accomplish service HR functioning, i.e. HR Smart, MSS, USA Staffing, Your HR, etc. Provides advice and assistance to managers and staff concerning agency personnel processes and procedures. Responsible for completing all service actions related to ePAS, DOA, labor mapping, LEAF requests. Advises and assists personnel in completing all administrative tasks required in performance of their official duties. Serves as the Safety fiscal management representative. Responds to all external requests from fiscal, coordinates internal actions thru the budget year and manages VISTA 2237 actions, contract de-obligations, and all End of Fiscal Year actions. Serves as the primary government Purchase Cardholder for the service. Participates in end-of-year close out and new fiscal year start-up. Serves as the primary timekeeper. Advises supervisors of discrepancies, points out appropriate procedures, and advises on minor changes or corrective actions. Maintains invoices, supply orders, shipment receipts in accordance with established policies and procedures. Maintains files (paper and/or electronic) on all in-house projects. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 12/27/2023. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-07 position you must have served 52 weeks at the GS-06. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience as described below: Specialized Experience (GS-07): You must have one year of specialized experience equivalent to at least the next lower grade (GS-06) in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Comprehensive, intensive, practical knowledge of civil service human resources, contracts, purchasing, records management, and administration. Skilled in operating a computer and knowledge of various computer programs and the various software packages. Knowledge of timekeeping procedures including basic knowledge of time and attendance regulations, overtime, night differential, weekend, and holiday recording. Ability to interpret and apply oral and written instructions, ability to communicate and cooperate with others. Knowledge of clerical procedures, telephone etiquette, taking and recording of messages and relaying messages to proper individuals. You will be rated on the following Competencies for this position: Computer Skills Contracting/Procurement Compliance Customer Service Attention to Detail Flexibility Accountability Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Physical Requirements: Physical demand is normal for the type of work described. A majority of the work is in an office setting where only light physical exertion is required.
