The HBPC program specialist promotes a whole health approach into daily routines & practices by attending & applying whole health trainings/education. She/he encourages HBPC staff to incorporate whole health into daily routines, duties, responsibilities, and interactions with internal and external customers.

Duties

The Cincinnati VA Medical Center is a two-division campus located in Cincinnati, Ohio and Fort Thomas, Kentucky serving 15 counties in Southwest Ohio, Northern Kentucky, and Southeast Indiana with 6 Community Based Outpatient Clinics located in Bellevue, KY; Florence, KY; Lawrenceburg, IN; Hamilton, OH; Clermont County, OH, and Georgetown, OH. Cincinnati VAMC also supports two off main campus locations in the Cincinnati area via an Eye Center and Mental Health Outreach Community Division. The incumbent is accountable for the administration of HBPC PACT Modernization Services in accordance with the Department of Veterans Affairs (VA) Medical Center (VAMC) policies and Veterans Health Administration (VHA) Guidelines. The position provides continuous assessment and review of various components to include access, productivity, efficiency, and effectiveness in the delivery of primary care. A central goal is to create an exceptional Veteran patient experience utilizing the Whole Health approach to care. The incumbent will standardize and implement and sustain key operational/business practices as directed from the Office of Primary Care, VHA and VA by identifying and making recommendations for improvements to optimize HBPC PACT management processes, and access strategies through analysis of in-house and non-VA provided care. This position reports to the HBPC Supervisory Administrative Officer and in the absence of the HBPC Supervisory Administrative Officer, this position will report to the HBPC Program Director/Nurse Manager or appointed designee.The position works closely with high functioning HBPC teams in accordance with HBPC National guidelines. The position provides administrative support to achieve day-to-day and long-term goals and objectives. This involves accurate and appropriate data collection in all aspects of the HBPC program, that function to ensure maximum support of the Veteran, staff, and internal and external stakeholders. Having the ability to answer questions and resolve issues presented by stakeholders is required. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 12/21/2023. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-6 position you must have served 52 weeks at the GS-5. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience and/or education as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-05 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Applying analytical and evaluative techniques to the identification, consideration, and resolution of issues or problems of a procedural or factual nature; knowledge of the theory and principles of management and organization including administrative practices and procedures common to organizations; knowledgeable in the principles of Quality Improvement and facility performance measures; and use qualitative and quantitative analytical techniques. Physical Requirements: The work is primarily sedentary, although some slight physical effort may be required. Typically, the employee may sit comfortably to do the work. However, there will be walking, standing, bending, and carrying of light items like papers or books. No special physical demands are required to perform the work. The incumbent must be able to deal with emergency situations and function calmly under stress in both public and private setting.
