The primary purpose of this position is to perform a variety of technical and administrative work to support the installation Civilian Personnel Section.
Duties
Provides technical guidance, information, and assistance for a variety of Employee Relations programs such as civilian leave program, civilian retirement, civilian awards, drug testing, etc
Performs functions involved with the DOD Priority Placement Program (PPP) and other special hiring programs
Initiates and Monitors the suitability and security automated systems
Performs a variety of recruitment and placement support duties
Serves as the resident subject matter expert for mandated administrative support programs

Qualifications
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Clerical and Administrative Support Positions, 0203 Series.
(CURRENT / FORMER FEDERAL) SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-05, or equivalent in other pay systems. Examples of specialized experience includes 1) Performing recruitment and placement tasks involved in filling a variety of lower-grade clerical, administrative, technician, and semi-skilled wage grade positions. 2) Determining candidate Priority Placement registration eligibility, registration period, referral priorities, grades and pay systems, and skills and qualifications required; maintaining this information and providing referrals. 3) Processing and maintaining records of State Criminal History Repository Checks, staying in contact with appropriate state agencies. 4) Responding to visitors and callers inquiries by furnishing information concerning a variety of programs and employment entitlements such as central skills bank, military spouse preference, and career programs.

EDUCATION: Successful completion of at least one year of graduate level education in a field directly related which demonstrates the knowledge, skills, and abilities necessary to do the work of the position. NOTE: You must submit a copy of official transcripts with your application.

COMBINATION OF EXPERIENCE AND EDUCATION: A combination of specialized experience and education as described above. NOTE: You must submit a copy of official transcripts with your application.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible.
(Current/Former Federal) One year at the GS-05 level is required to meet the time-in-grade requirements for the GS-07 level.
(Non-Federal) One year at the GS-06 level is required to meet the time-in-grade requirements for the GS-07 level.
TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
Knowledge of employee relations rules, policies, methods, procedures, operations, and principles to perform limited technical work of a non-controversial nature.
Knowledge of the DCPDS to input, store, retrieve data and perform quality review of data elements.
Knowledge of Priority Placement Program (PPP) rules, policies, procedures, operations, and principles to perform PPP oversight and assist in placement opportunities.
Knowledge of word processing automation software functions and Tongue and Quill to support office operations and produce a variety of textual, such as letters, reports, memos, spreadsheets, databases, and graphs.
Knowledge of security/investigation program rules, policies, procedures, operations, and principles to perform new hire investigation requirements and continued monitoring of investigation for employees working with children.
Knowledge of pre-employment and other staffing requirements within the on-boarding process.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
