The incumbent serves as a Police Officer Corporal (Training Instructor) and administers and coordinates the education and training program for Police Service from initial-entry training to assessment, in-services training, and retraining of officers throughout the year.
Duties
Administers and coordinates the education and training program for a police department.
Prepares training schedules, coordinates equipment, room availability, and dates and times for on-site training and off-campus drills.
Conducts classroom lectures and presentations, role-playing scenarios, and skills demonstrations.
Develops, presents, delivers, and coordinates courses for a training program.
Changes training curriculum to fit the criteria focused on jurisdiction, level of experience and complications observed.
Oversees the initial and on-the-job training of all newly assigned personnel.
Explains work requirements, methods, and procedures, to include providing special instructions and answering technical questions about the work.
Designates tasks necessary for new Police Officers to gain experience to do work.
Evaluates employee performance to identify special or additional training requirements.
Coordinates with Federal, state, and local law enforcement agencies regarding updates in police information, procedures, and legal decisions.
Coordinates the use of guest instructors from various local and federal law enforcement agencies, and emergency/public service agencies.
Serves as the Police Department representative when attending meetings and participating in committees.
Makes suggestions and recommendations on curricula modifications based on observations and trends in the policing field.
Protects individuals during any given situation against threats to personal safety when enforcing laws and regulations.
Responds immediately to and engages potentially armed individuals during active threat response situations.
De-escalates situations and determines when and how much force must be applied.
Responds to calls for police assistance.
Performs vehicular patrols as required.
Enforces laws, rules, regulations, and resolving violations/offenses.
Searches and detains suspects.
Advises individuals of their rights (Miranda, Weingarten, Garrity, etc.).
Takes charge of emergencies and establishes operating procedures.
Serves as an on-call point of contact to direct the Police Department during natural disasters, terrorist acts, criminal activity, and other emergencies.
Establishes safe perimeters, evacuates personnel, and assists with crowd control operations.
Responds immediately to and engages potentially armed individuals during active threat response situations.
Work Schedule: To be determined by police management
Duty Location: Location will be determined upon selection. Selected individual will be moved between location(s) as needed per the police chief and operations management. Location is to be determined based on the needs of the department.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 12/19/2023.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-7 position, you must have served 52 weeks at the GS-6. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.

Specialized Experience (for positions at GS-4 and above): Applicant must have a minimum of at least one year of specialized experience equivalent to the next lower grade level in federal service (GS-6) that provided knowledge of a body of basic laws and regulations, law enforcement operations, practices, and techniques and involved responsibility for maintaining order and protecting life and property. Creditable specialized experience may have been gained in work on a police force; through service as a military police officer; in work providing visitor protection and law enforcement in parks, forests, or other natural resource or recreational environments; in performing criminal investigative duties; or in other work that provided the required knowledge and skills.
Investigation of Fitness
A character investigation may be conducted on applicants selected for employment. The purpose of such an investigation is to secure evidence of the candidate's honesty, integrity, general character, and loyalty to the U.S. Government. Such investigations will be conducted under the security requirements of the hiring agency.
Medical Requirements
The duties of these positions require moderate to arduous physical exertion and/or duties of a hazardous nature. Special Requirements: The incumbent must:
Be eligible for Personal Identity Verification (PIV) Credential and must maintain PIV credential eligibility during their services with the agency.
Have a successfully required adjudicated background investigation and obtain and maintain a required security clearance.
Carry firearms for safety and security as required by the VHA Police Service (PS).
Be proficient in the English language.
Pass an initial pre-employment medical examination and an annual medical examination to include psychological assessment. Must immediately report to the supervisor any significant medical threshold shifts in health status and/or medication requirements.
Possess a valid driver's license as a condition of continued employment as a VA Police Officer.
Successfully pass Police Officer Standardized Training (POST) at the Law Enforcement Training Center (LETC).
Successfully pass the POST/R (refresher) training course on a recurring basis as defined by VA.
Complete other mandatory training to remain knowledgeable and skilled in specialized tactics, techniques, and procedures necessary to prepare and respond to catastrophic events, terror attacks and related threats to the facility.
Work uncommon tours of duty as needed, to include nights, weekends, holidays, overtime, rotating shifts, and emergency call-backs.
Achieve and maintain qualification in the use of agency approved firearms as a condition of continued employment as a VA Police Officer. This includes meeting the provisions of the Gun Control Act (Lautenberg Amendment) of 1968, as amended by Public Law 104-108 and found at 18 USC, Section 992.
Shall successfully complete a physical agility test (one mile run, pushups, and sit-ups) using the VA LETC standards prior to attending LETC.
This testing will be conducted at the station level, failure to pass these standards will result in removal from the process.
Shall successfully complete a firearms qualification course of fire to include duty pistol and long gun based on LETC standards prior to going to the academy (LETC).
Failure to qualify to standard at the station level will result in removal.
Position may require candidates/employees to travel to other location for cross coverage police duties to include Community Based Outpatient Clinics (CBOCs).
Must complete IDC course and Ground defense Recovery course as prescribed by LETC within six months of being chosen for this position. Failure to attend these courses in this time frame will result in removal
