The Greater Los Angeles Healthcare System (GLA), Ambulatory Care Services is recruiting one (1) Supervisory Program Specialist for the Lancaster Community Based Outpatient Clinic. Responsibilities will include acting as a resource in planning, reviewing, or revising policies and procedures that impact patient care and service operations at this site.
Duties
The incumbent will coordinate and/or monitor all administrative programs at the Lancaster site. Duties include but are not limited to the following:
Recruit subordinate staff members in line with merit staffing procedures.
Interpret findings resulting from studies that are independently developed.
Assign work to staff and provide technical and policy guidance.
Evaluate the work performance of subordinate staff members and recommend appropriate action.
Plan training and development with subordinate employees.
Resolve staff complaints concerning working conditions and/or related matters.
Gather and organize narrative and/or statistical information to generate reports.
Review and reconcile large amounts of data.
Apply analytical and evaluative methods and/or techniques to issues or studies concerning administrative support functions.
Gather information, prepare charts, research and interpret policies and/or procedures.
Analyze and/or formulate requirements for management information systems to support resource allocation for programs.
The incumbent coordinates the administrative functions of the service.
Serve as a representative of the service on local and network committees and task forces.
Conduct or direct studies and projects to resolve administrative problems.
Analyze data and the use of quality improvement techniques in the management of service teams.
Develop short- and long-term goals.
Perform studies of service programs, analyzing information to determine costs of delivering services in established and/or proposed programs.
Provide expert guidance, consultation and leadership in developing analyses and evaluations of the service programs.
Monitor data using statistical tracking systems.
Implement program changes in matters relating to the overall management.
Assist in answering patient inquiries and in resolving complaints as they relate to the service.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 12/21/2023.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-12 position you must have served 52 weeks at the GS-11. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.

Specialized Experience: (In addition to meeting time and grade) you must have one year of specialized experience equivalent to at least the next lower grade GS-11 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to:

Examples of specialized experience would typically include but are not limited to: Coordinating and monitoring all administrative programs, surveys, special projects and functions of an ambulatory care center. Familiarity with clinical operations to maintain access standards and overall quality, along with balancing competing needs among service care lines. Ensuring most highly utilized and/or value-added services are supported and/or meeting the needs of Veterans.

Physical Requirements: The work is generally sedentary. It may involve some walking, standing, bending, or carrying of light items. Stamina and concentration to meet crucial deadlines is required. There may be a certain amount of pressure due to time constraints. There is extensive use of computer systems. Requires flexibility as to travel and attendance for OAA, ACGME and at meetings at the affiliate related to this position.
