This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the Department of Defense to recruit and appoint qualified candidates to positions in the competitive service.
About the Position: Serves as a supervisor under Branch Chief with responsibilities of supervising the Subsurface Exploration Section to include the Geologist/Geophysical Scientist Group, Environmental Group, Soils Laboratory Group, and the Drill Crew.
Duties
Works with the Branch Chief Deputy Branch Chief and Project Managers in developing input and monitoring project budgets, schedules, and scopes related to subsurface investigation, laboratory testing, and geologic and environmental engineering support
Serves as a consultant to Branch Chief and Deputy Branch Chief responsible for geotechnical features, resolving problems, providing advice, and developing procedures for various geotechnical design and analysis.
Direct, coordinate and supervise the activities of professional personnel engaged in conducting geologic and engineering studies which support foundation designs for levees, embankments, floodgates, pumping stations, control structures, and bridges.
Supervise staff in the development of geologic and geotechnical or environmental engineering input for reconnaissance, feasibility reports, and design memoranda and coordinate assigned studies with personnel of other organizational elements.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- One-year probationary period may be required.
- A current, active, full, and unrestricted license as a Registered Professional Engineer (PE) or Professional Geologist (PG) will be required at entry and must be maintained for continued employment.
- This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). Certification in the Acquisition Functional Area and category assigned to the position is required within established category timeframes.
- Financial Disclosure is required during the first month of employment and annually thereafter.
- One-year supervisory probationary period may be required.

Basic Education Requirement for Each Series:
Engineer - All Engineers - GS-0810, GS-0819 Series
Geologist - GS-1350 Series
AND
Specialized experience for the GS-13:
One year of specialized experience which includes 1) Conducting studies involving soil and foundations problems encountered during construction of new projects and recommending appropriate remedial action; 2) Analyzing test results of soil samples and other data obtained in field investigations; 3) Analyzing foundation conditions for various structures, e.g., flood walls, retaining walls, drainage systems, etc.; AND 4) Identifying, reporting and correcting material weaknesses. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12).
Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.
