The primary purpose of this position is to serve as Chief, Financial Operations Division in the Directorate of Financial Management and Comptroller Directorate, at Headquarters Air Force Global Strike Command (HQ AFGSC) major command (MAJCOM) with responsibility for directing the activities of the Division.

Duties

- As Division Chief, plans, organizes, and oversees the activities of the Financial Operations Division. - Exercises supervisory personnel management responsibilities. - Establishes, develops, and maintains effective working relationships with GAO, Congressional Staff, Auditor General, Air Staff, Defense Accounting and Finance Service and AFGSC subordinate units relating to highly important and complex accounting and financial reporting issues. - Appropriation Accounting and Reporting. -Develops and interprets accounting policies, procedures, and standards.

  • This is a Financial Management Level 3 Certified position IAW the National Defense Authorization Act (NDAA) 2012, Public Law 112-81, Subtitle F-Financial Management, Section 1599d. Incumbent shall comply with these requirements.

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-13, or equivalent in other pay systems. Examples of specialized experience includes work involves the direction of a major command level organization that provides direction, staff advice, and assistance to subordinate installations in financial management operations. The incumbent directs, plans, formulates, analyzes, evaluates, and reviews complex and highly technical Comptroller programs and systems, affecting Air Force, HQ AFGSC, and AFGSC wings/units. Provides staff direction and guidance in designing and implementing various programs, management policies, division special projects and automated systems. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in­-grade requirements to be considered eligible. One year at the GS-13 level is required to meet the time-in-grade requirements for the GS-14 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: I. Expert knowledge of all phases of the Federal financial management process, CFO compliance, and the DOD planning, programming, and budgeting/execution systems. Professional knowledge of accounting practices, methods, techniques, and generally accepted accounting principles and standards. Knowledge of and skill in applying information pertaining to legislation, budget, finance, oversight, automated systems, wartime operations, Air Force and joint strategic capabilities and operations. 2. Knowledge of the mission, roles, functions, organizational structures, and operation of DOD and Air Force organizations to provide command level staff guidance and/or command level financial operations guidance. 3. Skill in organizing, analyzing, interpreting, and evaluating financial management data in the solution of wartime and peacetime management operations problems and project results based on alternatives selected. Ability to apply various analytical methodologies and techniques to various requirements. 4. Ability to plan, organize, and direct the functions, adjust work operations of subordinate organizational segments, and supervise, mentor, motivate, and appraise the staff of an organization through subordinate supervisors to meet program requirements and objectives within available resources. 5. Knowledge of safety and security regulations, practices, and procedures. 6. Ability to communicate, both orally and in writing, clearly, concisely, and with technical accuracy. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
