The primary purpose of this position is to perform oversight of aircraft/equipment maintenance and Contractor Operated and Maintained Base Supply (COMBS) related contracted functions for the Euro-NATO Joint Jet Pilot Training (ENJJPT) Program.

Duties

Performs as a member of the multi-functional team to conduct a Performance Based Service Acquisition overview and remain responsible for assessing contractor performance and managing each contract over the life of the requirements. Develops and presents detailed quality assurance inspections schedules. Ensures systematic inspection schedules are met, by following the monthly schedule, identifying conflicts in a timely manner, and eliminating problems. Acts as liaison between the commander, the contracting officer, the contractor, Head Quarters (HQ) 19 Air Force (AF), HQ Air Education and Training Command (AETC)/A4PM or HQ air Force Material Command (AFMC) for COMBS contracts. Prepares monthly, quarterly, and annual inspection data, to identify and monitor trends until satisfactory results are achieved. Evaluates functional area special interest items for applicability and inspects for compliance.

Qualifications

In order to qualify, you must meet the experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Administrative and Management Positions for Quality Assurance Series, 1910. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-09, or equivalent in other pay systems. Examples of specialized experience includes demonstrated a practical knowledge in monitoring, controlling, or maintaining the quality of products or services in quality assurance, procurement, inspection, production, or related areas. Comprehensive and thorough knowledge of principles, concepts, and methodology related to one or more of the quality assurance surveillance program area(s). Ability to utilize this knowledge and apply it to the planning and accomplishment of a variety of difficult and complex work assignments; comprehensive knowledge of a broad product, (e.g., Precision Measurement Equipment Laboratory Specialist (PMEL), Integrated Avionics systems, and the support shop functions needed to maintain those systems, and AGE) including product specifications and standards. Skill in applying this knowledge, to the evaluation, negotiation and resolution of complex quality problems in the role of a technical specialist/consultant to operating activities. OR EDUCATION: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M. This education was obtained in an accredited college or university. Major study is in quality assurance, statistics, mathematics, production management, industrial management, computer science, engineering, engineering technology, physical sciences, textiles, or other fields related to this position. OR COMBINATION OF EXPERIENCE AND EDUCATION: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%.NOTE: You must submit copies of your transcripts. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-09 level is required to meet the time-in-grade requirements for the GS-11 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge and application of quality assurances/control methods, principles and practices, including statistical analysis and sampling techniques to plan, develop, and implement quality assurance programs involving the maintenance and operation of aircraft and support equipment (e.g. aircraft electronics systems, test measurement diagnostic equipment, aerospace ground equipment, and software updates). Thorough knowledge of maintenance, operation, inspection and overhaul of aircraft systems, aircraft components, support equipment, aerospace ground equipment, aircraft electronic systems, and software updates. Working knowledge of test equipment, maintenance techniques and procedures related to organization/intermediate maintenance of aircraft, support equipment, test measurement diagnostic equipment, aerospace ground equipment, and software updates. Skill in the operation of aircraft electronics, support equipment, test measurement diagnostic equipment and aerospace ground equipment. Ability to make/accept/reject decisions on contractor performance based on quality assurance principles. Ability to communicate effectively, both orally and in writing, sufficient to make presentations and recommendations to contractors and military personnel at various command levels. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
