About the Position: Serves as Program Analyst for Huntington Division, Design Branch, A-E Design Management Section located in Huntington WV. Incumbent is responsible for development, analysis, and monitoring execution of current and future project programs/budgets for Engineering Division.

Duties

Reviews, edits and consolidates annual and multi-year cost/schedule estimates to obtain total program and funding for the major appropriation of Operations and Maintenance (OM). Provides historical finance, accounting, and manpower utilization information and advice to operating officials on all phases of program administration, recommends solutions to concerns. Reviews estimates for completeness and accuracy. Monitors and evaluates the overall program execution to ensure timely allocation and proper and efficient use of funding resources. Provides information and advice to Operations Managers, Lockmasters, Park Managers, and/or personnel concerning program administration. Gathers, compiles and prepares analysis for narrative and statistical reports. Reviews planning and engineering reports, including survey, reconnaissance and rehabilitation reports, and design memoranda to determine timing and extent of work and resources needed. Develops current year budgets and coordinates schedules of obligations and expenditures for submission to higher headquarters. Identifies trends, significant program accomplishments, merit and deficiency situations, areas of imbalance, or other similar factors. Prepares balancing spreadsheets. Conducts a variety of special studies on such items as financial management, cost, obligations, and trends, historical data, and related matters.

This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-07). OR Successfully completed a master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to perform the work of the position, such as Business, Finance, Mathematics, Engineering, and accounting field (s) of study. (Note: You must attach a copy of your transcripts.) OR Have the specialized experience as described above, but less than one year; and I have at least one year of graduate education as described above, but less than the required two years. I have computed the percentage of the requirements that I meet, and the total is at least 100% (To compute the percentage, divide your total months of qualifying experience by 12. Then, divide your semester hours of graduate education beyond the first year (total graduate semester hours minus 18) by 18. Add the two percentages. The total percentage must equal at least 100 percent to qualify.). (Note: You must attach a copy of your transcripts.) To qualify at the GS-11 grade level, you must have: Specialized Experience: One year of specialized experience which includes developing, analyzing, and monitoring current and future project programs/budgets; performing the programmatic and budgetary duties; providing input and assistance in development of project schedules, cost estimates, resource needs and other program and budgetary requirements; utilizing financial automated systems, generating reports using Microsoft Excel; receiving, tracking, and processing invoices; Programming software as-needed to track and report necessary metrics. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-09) OR Successfully completed a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to perform the work of the position, such as Business, Finance, Mathematics, Engineering, and accounting field(s) of study. (Note: You must attach a copy of your transcripts.) OR Have the specialized experience as described above, but less than one year; and I have at least two years of graduate education as described above, but less than the required three years. I have computed the percentage of the requirements that I meet, and the total is at least 100% (To compute the percentage, divide your total months of qualifying experience by 12. Then, divide your semester hours of graduate education beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.
