This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service. About the Position: Serve as a Maintenance Worker for the park office to which assigned. Maintenance staff operate and maintain one or more flood control dams.

Duties

At the full performance level, employee will: Perform a variety of simple and routine maintenance, repair, and operational duties for the park office to which assigned. Perform routine tasks, such as changing light switches, checking for blown fuses, and checking for defective breakers. Perform minor repair of plumbing facilities, such as replacing faucets, hose connections, lawn irrigation devices, and miscellaneous fixtures. Perform minor carpentry repairs, such as bulletin boards, cabinets, shelves, bookcases, etc. Assist in monitoring water filtration equipment and gauges according to prescribed schedules. Under supervision of work leader or supervisor or higher graded maintenance worker, perform duties related to the operation of the dam. Operates a variety of vehicles and vessels, such as sedans, light duty pickup trucks, light tractors, forklifts, motorboats, work barges, etc.

Requirements

• Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
• This position requires the possession or ability to acquire the following licenses: a state driver's license, a Corps of Engineers boat operator license, and a forklift operator's license.
• This position may require the ability to work nights and/or weekends depending on the needs of the project to which the employee is assigned.
• This position requires the employee to work in adverse weather conditions (e.g. heat, cold, rain, wind, etc.).
• This position may require a valid CPR certificate and First Responder (or equivalent) certificate.
• This position may be required to work in both non-permit and permit required confined space implementing proper entry and rescue techniques.
• This position may be required to be properly trained and/or operate the following equipment: Self Contained Breathing Apparatus (SCBAs), escape packs, atmospheric monitoring devices, and fall protection equipment.
• This position may be required to wear the prescribed uniform as identified in regulation ER 1130-2-550, dated 15 NOV 1996.
• This position is covered under the DA/USACE Random Drug Testing program based upon operation of dam/flood control gates (USACE Specific Criterion).
• This position requires the completion of a pre-employment physical examination and an annual examination thereafter to ensure the continued required level of physical health and ability or fitness to perform the duties of the position.

Qualifications

However, you must be able to demonstrate, through experience shown in your written application materials that you possess the sufficient knowledge, skills, and abilities to successfully perform the work of this position without more than normal supervision. WG-04 Minimum Qualifications (Screen Out Element): Ability to do the work of a Maintenance Worker without more than normal supervision. I have experience assisting with performing common maintenance and repair tasks on plumbing facilities, carpentry repairs, and concrete repairs under full supervision of a work leader or journey-level maintenance worker who observes tasks in progress and upon completion makes sure they are properly performed. Failure to meet this Screen out Element will result in an ineligible rating. WG-05 Minimum Qualifications (Screen Out Element): Ability to do the work of a Maintenance Worker without more than normal supervision. I have experience performing common maintenance and repair tasks on mechanical equipment, utility systems, buildings, and/or other appurtenant structures and property under the normal supervision of a work leader or journey-level maintenance worker who observes tasks in progress and upon completion makes sure they are properly performed. Failure to meet this Screen out Element will result in an ineligible rating. Physical Effort: Uses moderate physical effort to stack, load, unload, move and carry tools, equipment and materials ranging in weight from 10 lbs to 50 lbs unassisted. Occasionally lifts heavier objects with assistance (e.g., using a hand truck). Required to reach, walk, stand, stoop, bend, kneel, crawl and work in tiring and uncomfortable positions. Occasionally works in cramped quarters. Working Conditions: Work is performed inside and outside in all typed of weather (e.g., heat, cold, rain, wind, etc.) and usually in a dirty, dusty, and/or greasy environment. Incumbent is exposed to the possibility of broken bones, electrical shocks, burns, cuts, bruises, maimed fingers and scrapes. Occasionally is required to wear uncomfortable protective clothing.
