The incumbent serves as a Supervisory Property Management Officer and subject matter expert on property management policy and procedures. The position is responsible for providing program direction, coordination, reporting, internal control reviews, training, supervision, oversight and implementation of the property program.

Duties

Approves the acquisition of all accountable personal property, assures correct record-keeping is performed, and authorizes appropriate disposal as needed.
Provides training to agency employees on proper procedures related to all phases of personal property; identifies areas for improvement and implements policies to make the personal property program more efficient and accountable.
Ensures information and training are provided to custodians and Accountable Property Officers and the inventory is completed timely and in accordance with inventory requirements.
Directs the unit’s real property program consistent with Federal, Department of Agriculture and Forest Service regulations.
Coordinates with unit resource staff and with budget and fiscal staff when decisions for capitalization of new real property projects are being considered.
The incumbent administers the Government Housing, or Quarters program for all assigned units to also include rent collection and reconciliation.
Directs the annual inventory of all quarters and the implementation of the rental rates for each housing facility.
Requirements

Qualifications

Specialized Experience Requirement:
For the GS-11: You must have one year specialized experience equivalent to the GS-9 in the Federal service. Specialized experience is defined as the majority of the following: Acquire, manage and excess personal property; Manage and excess real property; provide technical advice, guidance and counsel to assign field units on property management activities; participate in a team or work group performing property activities.
OR
Ph.D. or equivalent doctoral degree
OR
3 full years of progressively higher-level graduate education leading to such a degree
OR
LL.M., if related
OR
A combination of graduate level education that is directly related to the position and specialized experience. The education must have been obtained in an accredited college or university.
For the GS-12: You must have one year specialized experience equivalent to the GS-11 in the Federal service. Specialized experience is defined as majority of the following: Manage a personal property program to include approval of the acquisition and disposal of accountable personal property, conduct reviews of asset files, manage the inventory process, maintain proper asset records. Manage a real property and quarters program to include accurate record-keeping, authorizing appropriate disposals, manage the inventory process, monitor and review data. Serve as Supervisor or Team Lead; provide training to employees on proper procedures related to all phases of personal property, real property and quarters; identify areas for improvement and implement local policies to make the property programs more accountable and efficient; involve with complex situations and resolve difficult issues as they arise. Serve as technical advisor to Property Management Technicians, Specialists and other Officers as needed.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
TIME IN GRADE REQUIREMENT: If you are a current federal employee in the General Schedule (GS) pay plan and applying for a promotion opportunity, you must meet time-in-grade (TIG) requirements of 52 weeks of service at the next lower grade level in the normal line of progression for the position being filled. This requirement must be met by the closing date of this announcement.
