Duties

The Office of Inspector General (OIG) for Homeland Security (DHS) is calling on those who want to help protect American interests and secure our Nation. The Deputy Director for Human Resources reports directly to the Director, Talent Management and is responsible for managing several human capital functions and programs by providing day-to-day direction and oversight through subordinate division chiefs and program managers to ensure OIG carries out its mission. As the Deputy you will interface with Senior Leadership daily and remarkable verbal and written communication skills are a must! Typical assignments include: Performing a broad range of activities involving long-term planning and other strategic management approaches to develop integrated human capital strategic plans and management strategies that achieve a high-performance workforce to meet current and future mission requirements, support TMD strategic and programmatic goals, and achieve organizational success. Jointly with the Director of Human Resources, supervises a multidisciplinary team of specialists, teamleads, and subordinate supervisors in the areas of executive resources, workforce relations, workforcestrategy, policy and accountability, HR management, performance improvement, instructionaltechnology, training and professional development. Overseeing the agency HR function, employee training and development, and other similar roles that may be delegated or assigned. Supporting partnership opportunities with workforce development counterparts in other agencies andintergovernmental organizations, including the Council of the Inspectors General on Integrity andEfficiency (CIGIE). Establishing partnerships with Office of Personnel Management (OPM) officialsand other federal executive branch and state agencies, educational institutions and private consultingfirms to ensure the organization has current information and knowledge in programs and services. In consonance with the Director of Human Resources, plan, organize, and oversee the activitiesof the HR Office. Develop goals and objectives that integrate organization and HR managementand IG objectives. Supporting, coordinating, and overseeing work through subordinate supervisors. Advising staff regrading policies, procedures, and directives of higher-level management or headquarters.

Qualifications

Minimum Qualifications for GS-15: You qualify for the GS-15 position if you possess one year of specialized experience at the equivalent to GS-14 grade level in the Federal service. Specialized experience at this level includes: Providing advisory and consultative services involving the full range of operational human resources functions (i.e. strategic workforce planning, pay, leave, executive resources, employee relations, staffing, employee development and performance management); developing strategic goals for human resources program. Directing and implementing the work of a Human Operations team responsible for delivering all aspects of recruitment and human resources staffing practices from cradle-to-grave (e.g., merit promotion, delegated examining authority, direct hire authority and other hiring authorities, and position classification) Experience researching, analyzing, and evaluating Human Resource laws, regulations, directives, and policy statements originating and other sources. Addressing Human Capital management challenges and recommending improvement and/or revisions for the Talent Management Acquisition operations and systems. Developing and delivering briefings, project papers, status/staff reports, and correspondence in order to foster understanding and acceptance of findings and recommendations. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. The qualification requirements listed above must be met by the closing date 12/26/2023of this announcement. Current federal employees must have served 52 weeks at the next lower grade level or equivalent grade band in the federal service. The time-in-grade requirement must be met by the closing date 12/26/2023of this announcement. The Office of Personnel Management (OPM) must authorize employment offers made to current or former political appointees.
