This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Personnel of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service.
About the Position: The incumbent is responsible for managing the efficient and effective coordination and accomplishment of the planning, scoping, development, design, construction, and direction of major projects.
Duties
As the project team leader, implements corporate decisions, guidance, laws, regulations, and policy in the development of the project and intermediate products in support of the project.
Negotiates and integrates all district functions (i.e., planning, design, cost engineering, construction, real estate, contracting, etc.), sponsor/customer needs and other agencies in support of projects into a comprehensive management plan.
Coordinates the planning, design, cost engineering, construction, and environmental considerations for projects of scope and complexity as measured by their diversity, geographical areas, management demands, technical intricacies and public issues.
Typical environmental project assignments include heavy metal sediment stabilization, hazardous landfill closure, solvent remediation, chemical waste containment or disposal, underground storage tank removal, etc.
Controls and manages project milestones and budgets in the Program and Project Management Information System (PROMIS/P2) and the Corps of Engineers Financial Management System (CEFMS) from planning through construction and initial operations.
Reviews project progress, measuring performance and taking necessary corrective actions to maintain agreed upon schedule and cost.
Represents the District Commander as the district's primary point of contact for projects assigned with sponsor/customer, Federal, State, and local government agencies, Congressional interests, other external organizations and higher authorities.

In addition to meeting the basic requirements listed above, to qualify for this position you must also meet the qualification requirements listed below:
GS-11 Specialized Experience: One year of specialized experience which includes 1. Experience working on environmental projects. 2. Experience managing environmental project milestones, quality and/or budget from initiation through construction and initial operations. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09).
OR
Education: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: [insert applicable field(s) of study].
OR
Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.
Specialized Experience GS-12: One year of specialized experience which includes [insert examples of specialized experience]. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-[insert 11 or above]).
