Duties
As Interdisciplinary Integrated Resources Program Manager, you will perform the following duties:
Overseeing an intricate program of resources (cultural and natural) management activities that involve sensitive and complex issues that may impact a wide variety of park issues. Serves as senior principal advisor in the management of cultural and natural resources and is responsible for program development and implementation.
Serving as principal advisor on all natural and cultural resource programs. Direct intricate program of resources management activities that involve sensitive and complex issues that may impact a wide variety of park issues.
Carrying out program management duties by developing work plans and schedules, scopes of work, cost estimates, and proposals and/or grants to justify funding requests.
Ensuring compliance program, including coordinating the review and developing agency comments on proposed projects within the park boundary.
Developing effective working relationships with the State Historic Preservation Officer, American Indian Tribes, and other associated groups.
Developing and maintaining peer relationships with researchers, subject matter experts and resources managers of collaborating agencies, cooperating universities, traditionally associated groups, and other such entities to encourage and facilitate cooperative regional strategies.
Identifying research needs, prepares requests for-proposals or statements of work, and provides oversight for research projects.
Serving as a Contracting Officer's Technical Representative for projects conducted through contracts, interagency and cooperative agreements.
Developing credible preservation, mitigation, stabilization, and restoration projects needed to restore and/or maintain resource integrity.
Conducting presentations in the park, in public gatherings, and at professional meetings.
Qualifications
All qualifications must be met by the closing date of this announcement-12/18/2023-unless otherwise stated in this vacancy announcement.
Credit will be given for all appropriate qualifying experience. For current Federal employees, if hours worked per week are not included on your resume, you must submit a non-award SF-50 for each federal position listed as part of your application to be used to validate your work schedule and determine the amount of qualifying experience that you will be granted. An award SF-50 will not be acceptable documentation for which to consider your amount of qualifying experience. For all other applicants who are not current federal employees, your resume must state either "full-time" (or "40 hours a week") or "part-time" with the number of hours worked per week to ensure proper crediting of specialized experience. Failure to adequately provide information needed to determine number of hours worked in each position may result in that time not being credited when evaluating qualifying experience.
For periods of time that reflect military service, the DD-214 or Statement of Service is sufficient to meet the full and/or part-time hours requirement as the service dates will be reflected.
This is an interdisciplinary position which may be filled in any of the following occupational series: Museum Curator - 1015 or Archeologist - 0193. You must meet one of the following basic qualification requirements below, for the Integrated Resources Program Manager, GS-1015/0193-12. If you do not meet these basic qualifications, you will be considered not qualified and will not receive consideration for this position.
Basic Requirement for the Archeology Series 0193:
A. Education -
1. Degree: Degree that includes 3 semester hours each in the following course areas:
History of archeology.
Archeology of a major geographical area such as North America or Africa.
Regional archeology, archeological cultures, or sites in a specific part or portion of a major geographical area to acquire or develop a foundation for regional specialization for professional development.
Theory and methods of archeology. Methods include, but are not limited to, typology, classification, sampling, cultural evolution, diffusion, dating and analytical techniques.
Archeological field school to provide a basic understanding of theoretical and practical approaches to research design implementation, field preservation techin1ques and report preparation by participation in actual field work.
AND
Six semester hours of related course work in:
Geography, geology, or cultural geography;
History, historiography, or historical archeology;
Environmental studies;
Scientific writing (nonfiction English composition); and/or
Surveying.
AND
Archeological field school.
2. Related Curriculum: Degree in anthropology with emphasis on ethnology, physical anthropology, or scientific linguistics), history, American studies, or related discipline may be accepted as satisfying in full the educational requirements, provided the curriculum supplied academic course work sufficiently similar to the requirements in A.1 (including archeological field school).
OR
B. Combination of Education and Experience: College-level education or training that provided knowledge equivalent to that described in A above, plus appropriate technical experience or additional education.
OR
C. Experience: Four years archeological work experience that demonstrated a thorough knowledge of the fundamental principles and theories of professional archeology. The work experience must have included archeology field experience, which may include that gained in an archeological field school. Field experience should have included a combination of professional experience in archeological survey, excavation, laboratory analysis, and preparation of written materials. Applicants with such field experience should, after additional experience under the direction of a higher-grade archeologist, be able to demonstrate the ability to be a crew chief, directing the work of others at a single location as a part of a larger archeological project.
In addition to meeting one of the Basic Requirement listed above, applicants must also meet the minimum qualifications, as outlined below:
Experience: At least one full year of specialized experience comparable in scope and responsibility to the GS-11 grade level in the Federal service (obtained in either the public or private sectors). This experience includes activities such as: conducting bio archaeological/osteological assessments and reports, cultural resource inventory surveys, archeological field surveys; archeological excavation projects; assessments and documentation projects, laboratory analysis of artifacts, and preparation of technical reports; Native American Graves Protection and Repatriation Act (NAGPRA)-related work including participating in consultations, determinations of NAPRA significance, and cultural affiliation assessments. Basic Requirement for the Museum Curator Series 1015:
1.Degree: Degree in museum work; or in an applicable subject-matter field.
OR
2. Combination of Experience and Education: Courses equivalent to a major, as shown in A above, plus appropriate experience or additional education.
OR
3. Experience: Four-years of experience that provided knowledge comparable to that normally acquired through the successful completion of the four-year course of study as shown in A above.
In addition to meeting one of the Basic Requirement listed above, applicants must also meet the minimum qualifications, as outlined below:
Experience: At least one full year of specialized experience comparable in scope and responsibility to the GS-11 grade level in the Federal service (obtained in either the public or private sectors). This experience includes activities such as: applying the principles of museum management, and using technical expertise in their application; assisting with the management of long-term museum collection storage, and providing and/or assisting with access to, research of these collections; documenting museum collections with special emphasis on architectural, archeological, archival, and history collections; assisting with project development including planning and management of a unit and/or program; working with other staff members that deliver museum services and support. You must include hours per week worked.
Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

To qualify based on education, you must submit a legible copy of transcripts from an
accredited institution with your name, school name, credit hours, course level, major(s), and grade-point average or class ranking. Transcripts do not need to be official, but if you are selected for this position and you used your education to qualify, you must provide official transcripts before you begin work.
